As reported, from 2000 to July 31, 2024, Cao Bang province had up to 8,415 red books signed but not yet handed over, causing resentment among the people and reducing the effectiveness of land management in the locality.
Faced with the above situation, the People's Committee of Cao Bang province issued Document No. 3255/UBND-ND, requesting to strengthen and rectify the settlement of administrative procedures in the field of land registration and issuance of Land Use Right Certificates (red books).

Accordingly, authorities need to urgently review, handle and ensure legitimate rights for land users.
People's Committees of districts and cities in the area are required to strictly implement regulations on publicizing administrative procedures in the land sector, and comply with the issued procedures.
At the same time, units need to step up propaganda so that people clearly understand their rights and obligations, especially in compulsory land registration. Cao Bang province's goal is to complete 100% of land registration in the entire area before June 1, 2025.
Document No. 3255 also directs units to reduce cumbersome procedures. Administrative procedure settlement agencies are not allowed to ask people to submit additional documents beyond the provisions of law.
This can be understood that, for red books issued before the effective date of the 2024 Land Law, the determination of members sharing land use rights will be agreed upon by the household without the need for additional confirmation documents from the authorities.

In case of registration change, the information on the red book will be updated based on existing legal documents, without needing to prove marital status.
The document also specifically names the Department of Natural Resources and Environment of Cao Bang province as the core unit in guiding and training officials on the Land Law and new procedures.
In addition, this department must regularly inspect and check to detect and strictly handle violations in land management, including projects that are slow to put land into use or violate planning through illegal subdivision and sale of land.
The reception of online documents also needs to be promoted to reduce inconvenience for people and businesses. The Cao Bang Provincial People's Committee also requires synchronous coordination between departments, branches, sectors and localities.
At the same time, land registration offices also need to do a better job of reviewing and proposing amendments to unreasonable procedures, contributing to improving management efficiency and creating a favorable and transparent administrative environment.
Previously, at the 59th Conference of the Standing Committee of the Cao Bang Provincial Party Committee, the head of the Cao Bang Provincial Party Committee directed specialized agencies to thoroughly resolve the issue of a large number of red books that had been signed but not yet handed over to land users, and this must be completed before June 2025.
