HUE - The People's Committee of Hue City has just issued a decision to forcibly relocate 12 households in Dong Da apartment building to implement a project to renovate and rebuild the dilapidated apartment building.

Enforcement for safety

On October 29, the People's Committee of Hue City announced that it had issued 12 decisions on the forced relocation of 12 households still living inside Block A of Dong Da Apartment Building, in order to clear the land for the project of renovating and rebuilding 3 blocks of the apartment building. At the same time, ensuring the safety of residents during the rainy and stormy season.

The enforcement was assigned by the Hue City People's Committee to the Land Fund Development Center. After the enforcement decision takes effect, residents will be moved to temporary accommodation at apartment building No. 3, Huong So Ward, Hue City.

Dong Da apartment complex (Phu Nhuan ward, Hue city) consists of 5 rows of houses (A, B, C, D, E) built and put into use from 1979, 1988 with a total construction area of ​​3,307m2, total usable floor area of ​​7,971m2. Most households here are granted pink books by the state, some families have lived for 3 generations.

May collapse at any time

After many years of use, Dong Da apartment building has seriously degraded and does not ensure fire safety, the infrastructure is shabby, affecting the urban beauty. In particular, the 3 blocks A, B, C have seriously degraded for many years, with inspection results at level C, D (dangerous level because the building can collapse at any time).

Ten days earlier, to ensure the safety of residents, especially during the rainy and stormy season, Phu Nhuan Ward coordinated with the Land Fund Development Center to fence off Dong Da apartment building to limit people from entering and exiting according to the direction of the People's Committee of Thua Thien Hue province and Hue city.

Regarding the policy of people's rights, the investor's representative said that in terms of compensation, support and resettlement policies for Dong Da apartment building, the investor committed that 100% of households currently using legal area will be resettled right at the project (the resettlement standard is 45m2).

Resettlement apartments will be arranged from the 4th floor upwards, floors 1-3 will serve public, service and commercial purposes. When construction is completed, with an area equal to 1.5 times the legal use area, the additional area according to the resettlement standard of 45m2 will be sold by the investor at 15 million VND/m2 and 18 million VND/m2 for the remaining area of ​​the resettlement apartment.

Since 2013, the People's Committee of Thua Thien Hue province has had a policy of calling for investment in renovating and constructing Dong Da apartment complex, aiming to eliminate old apartment buildings and replace them with new ones, but for many years, investors have not been found. It was not until September 2023 that Thua Thien Hue province issued a decision approving the policy of building and renovating the apartment complex in the direction of high-rise apartments, commercial apartments combined with business and service areas.

The land area for construction investment in blocks A, B, C has a scale of more than 8,500m2, with a population of more than 2,000 people. The total investment for this project is expected to be nearly 1,300 billion VND; Dong Da Development and Investment Joint Stock Company (abbreviated as Dong Da Company) is the investor. The project is expected to start construction in September 2024, but up to this point the project has been behind schedule compared to the plan.
