Launching enforcement to recover 76,764.8m2 of agricultural land
From January 13, 2026, Kieu Phu Commune People's Committee (Hanoi City) will launch a campaign to enforce the recovery of 76,764.8m2 of agricultural land for 37 households in Ngoc Than village who intentionally refused to hand over land to implement the project to prepare land and build infrastructure for the Vietnam National Museum of Nature.
Based on Article 89 of the 2024 Land Law, the commune government decided to coerce 44 land plots of households that did not comply with the recovery decision. The resolute handling aims to ensure the strictness of the law and the progress of key projects.

According to Kieu Phu Commune People's Committee, from January 13 to January 14, 2026, vacant land plots without works will be enforced.
From January 26th to January 30th, 2026, land plots with construction projects will be enforced.
Local authorities mobilized inter-sectoral forces. Commune police applied measures to remove opponents from the area; Electricity Company cut off electricity to ensure safety; The Enforcement Board inventoried, sealed assets and handed over the ground to the leveling construction unit immediately after the end.

Typically, on January 12, the Economic Department of Kieu Phu commune, Hanoi coordinated with Ngoc Than and Dong But villages to organize a field inspection team to review the land use situation and compliance with regulations on construction order on agricultural land in the commune.

Immediately after detecting violations, the Commune Economic Department coordinated with village facilities to make records of the current situation, requesting violating households to immediately stop all leveling and construction activities, and at the same time guide related individuals to implement the contents as requested by functional agencies.
Violations need to be strictly handled
Talking to Lao Dong Newspaper, Dr. Lawyer Dang Van Cuong - Head of Chinh Phap Law Office, Hanoi Bar Association - said that according to the provisions of land law, land use must be for the right purpose, ensuring efficiency. Land law strictly prohibits acts of using land for wrong purposes, destroying land or not complying with regulations on land policies.
According to Lawyer Dang Van Cuong, in the process of urbanization, along with changes in land use planning and plans in localities, many localities have allowed violations of construction order and land use violations, such as illegal construction on agricultural land.
However, the change of land use purpose must be consistent with the land use plan and must fully implement administrative procedures according to the regulations of the competent authority.
In cases where households, individuals or organizations arbitrarily change land use purposes, that is, use land for wrong purposes, violate construction order, depending on the nature and severity of the violation, the violator may be administratively sanctioned or prosecuted for criminal liability for the crime of violating regulations on land use.
Pond and lake land, rice land that people arbitrarily fill to build houses, even subdivide, sell plots and use as residential land are quite common violations in large cities like Hanoi, especially in suburban areas. Cases of encroachment, illegal land use or land use for wrong purposes may be administratively sanctioned or forced dismantled," Lawyer Dang Van Cuong said.
Also according to the Head of Chinh Phap Law Office, for the above-mentioned violations, the involvement of functional agencies is needed through inspection and examination, making violation records and issuing sanctioning decisions.
