As Lao Dong newspaper has reported, on November 28, 2023, the People's Council of Phu Tho former town issued Decision No. 69/QD-HDND, approving the project "Building a wastewater collection and treatment system in Phu Tho town".
The above project has a total investment of 330 billion VND from the state budget and other legally mobilized capital sources.
Belonging to the project, the bidding package for Construction and installation of equipment, construction of works of the project (including traffic assurance; energizing and cutting off electricity, operating and waste disposal fees, contingency funds) has a winning bid price of nearly 294 billion VND.

After the above bidding package completes the contractor selection, by February 12, 2025, the project will be started and constructed until now. It is expected that the project will be completed by the end of December 2028.
The project has a scale of about 2.6ha with a wastewater collection basin of about 600ha in 3 inner-city wards of the old Phu Tho town. The wastewater collection system is about 91.2km long (including a system of culverts connected to households), 6 transfer pumping stations.
From July 1, 2025, when the two-level local government model comes into operation, the project will be transferred to the Phu Tho Regional Project Management Board as the investor (formerly the Phu Tho Town Construction Project Management Board).

Over the past time, in Phong Chau ward, the project implementation has encountered problems with site clearance. Some households and individuals have not coordinated in investigation, survey, measurement, and inventory to serve land recovery for project implementation.
On July 17, Phong Chau Ward People's Committee organized coercion to implement the mandatory inventory decision for the above-mentioned households and individuals.
At the scene, functional forces conducted measurements, identified boundaries, stretched ropes and attached signs at the land plots subject to inventory. The implementation process ensured security and safety and was completed according to plan.

According to Mr. Dinh Xuan Thang - Vice Chairman of Phong Chau Ward People's Committee, this is one of the key technical infrastructure projects in the area. After completion, it will contribute to completing the urban technical infrastructure system, improving wastewater collection and treatment capacity, improving the environment, people's quality of life and promoting socio-economic development.
Over the past time, the locality has repeatedly propagated and mobilized people to coordinate in implementing site clearance work. However, there are still 11/68 households and individuals who have not complied with the State's policy, forcing the government to organize forced inventory to ensure project progress.

For households that do not cooperate, the ward must enforce the mandatory inventory decision. The local government's point of view is to create the best conditions for the people, but it must be within the framework of the provisions of law" - Mr. Thang shared.
Also according to the leader of Phong Chau Ward People's Committee, the organization of coercion to implement the mandatory inventory decision is to ensure the strictness of the law, protect the legitimate rights and interests of the State, organizations, and individuals involved, and avoid affecting the project progress.
