On July 18, according to PV's investigation, recently, the Department of Education and Training (GDĐT) of Cao Bang province has a document reporting to the Provincial People's Committee, requesting permission to temporarily suspend the next steps of the 2026 recruitment of teachers and public employees in the Education sector due to problems arising with staff quotas.
According to the Department of Education and Training, the unit has implemented the recruitment period according to Plan No. 42/KH-SGDĐT dated March 14, 2026 and fully implemented the steps according to regulations, including recruitment notices, receiving applications, organizing exams, grading exams and announcing results.
The process is in the stage of receiving and processing review applications before announcing the final results according to the provisions of Decree No. 115/2020/ND-CP.
However, after the meeting of the Standing Committee of Cao Bang Provincial Party Committee on June 17, 2026, the Department of Education and Training was notified of the implementation of Decision No. 333-QD/TW dated June 15, 2026 of the Central Executive Committee on assigning staff for 2026.
According to this decision, the total number of civil servants in the Education and Training sector of Cao Bang province decreased from 11,606 to 11,010 targets, equivalent to a reduction of 596 civil servants, excluding the number of people working and receiving salaries from career revenue sources.
The staff reduction adjustment takes place at a time when the recruitment process is being implemented, causing the Department of Education and Training to have difficulty in arranging recruitment targets that have been approved before, and also affecting the process of completing the recruitment period.
The Department of Education and Training said that it has reported to the Provincial People's Committee, and at the same time advised the province to ask for guidance from the Ministry of Education and Training. However, so far, the locality has not received guidance documents from competent authorities.
Meanwhile, according to point b, clause 3, Article 15 of Decree No. 115/2020/ND-CP, no later than 15 days from the expiration of the deadline for receiving the re-examination application, the recruitment agency must complete the re-examination and announce the recruitment results.
Currently, the deadline for receiving applications for review has ended, but the implementation of the next steps cannot be carried out because there is no plan to handle the number of staff quotas that have been cut.
Faced with this reality, the Department of Education and Training proposed that the Provincial People's Committee allow temporary suspension of the next steps of the recruitment period until there are official instructions from competent authorities on handling recruitment targets and staff adjustment plans.
This is to ensure compliance with legal regulations and the rights of candidates who have participated in the recruitment period.
