The project to invest in the construction of Nguyen Trai Bridge and urban embellishment of the surrounding area was approved in principle by the City People's Council in Resolutions No. 49/NQ-HDND dated December 22, 2020, No. 34/NQ-HDND dated August 12, 2021, No. 36/NQ-HDND dated July 20, 2022; approved by the City People's Committee for Component Project 2 - Land acquisition, compensation, and site clearance support under the Project in Decision No. 4554/QD-UBND dated December 30, 2022; adjusted in Decision No. 3640/QD-UBND dated September 5, 2025.
The project implements land acquisition in Ngo Quyen ward for 54.47 hectares, involving 34 organizations and 182 households and individuals with the goal of: connecting the existing urban area with the new urban area north of Cam River and major industrial parks in the city, relocating the Hoang Dieu port area from the Hoang Dieu and Le Thanh Tong streets to the Cam River bank, creating conditions to attract investment and urban beautification in the area.
In the past time, local authorities have focused on propagating and mobilizing organizations, households and individuals whose land is recovered to comply with the handover of the site for the project. By October 21, site clearance for 29/34 organizations and 140/182 households had been completed, while the remaining 5/34 organizations and 42/182 households had not yet handed over the site. Of which, 26 collective housing units at 8 May To and 6 Nguyen Trai (recovering the site with an area of 759.8 m2) have been approved by the People's Committee of Ngo Quyen District (old) for compensation and support plans in accordance with regulations, ensuring the legitimate rights and interests of households; at the same time, many times of propaganda and mobilization but the households do not comply.
To ensure the strictness of the law and project progress, Ngo Quyen ward has issued Decisions on compulsory land recovery for 26 households that have not complied and was approved by the City People's Committee for compulsory recovery in Notice No. 514/TB-VP dated September 16, 2025 and Notice No. 593/TB-VP dated October 21, 2025.
From October 21, until the time of enforcement, Ngo Quyen ward has persistently maintained dialogue, mobilization, persuasion and created consensus of 18/26 households to accept the money and hand over the site. For 8 cases of non-compliance, on the morning of October 24, the locality organized forces to enforce land recovery, at the same time, coordinated with the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to organize corrugated iron fences, strictly manage the completed site clearance area, avoid encroachment and re- occupation. The enforcement process took place in accordance with prescribed procedures and order, ensuring security, order, and absolute safety for people and property.
In the coming time, the local government requested that the remaining organizations continue to support the city's policy, accept compensation, support and hand over the site according to the approved plan, strive to complete site clearance for the entire project in 2025, contributing to the renovation and modernization of the urban area.
