Implementing the Hanh Phuc Lake Flower Garden Project, the People's Committee of Kien An District announced the land reclamation for an area of 43.6 m2 managed by the People's Committee of Tran Thanh Ngo Ward, currently used by Mr. Hoang Van S's household. This is public land managed by the People's Committee of Tran Thanh Ngo Ward under plot No. 12-10, map sheet No. 301590-6(4) in residential group No. 9, Tran Thanh Ngo Ward. The district's authorities have repeatedly explained, propagated, and mobilized. However, his family did not agree with the compensation and support plan, and there were recommendations that were not supported by law.
On May 14, 2025, the People's Committee issued Decision No. 1199/QD-UBND of land acquisition for the implementation of the Ho Hanh Phuc Flower Garden project. The leaders of the District People's Committee have directly explained about the regime, policies to compensate, support and answer the petitions of the household but Mr. Hoang Van S's family still does not agree, failing to comply with the decision to recover land, not to hand over the ground.
To ensure the project's progress, on June 5, the District People's Committee issued a decision to enforce land recovery against the People's Committee of Tran Thanh Ngo Ward (used by Mr. Hoang Van S's household) implementing the Hanh Phuc Lake Flower Garden project.
According to the plan, on June 10, the People's Committee of the district will carry out compulsory land recovery. The Land Extortion Board has developed a specific plan and assigned tasks to each member.
Bui Thi Tuyet Mai - Chairman of the District People's Committee - said that from now until the coercion date, all levels and sectors continue to actively propagate and mobilize in many ways for Mr. Hoang Van S to understand and voluntarily obey the decision to recover land. Relevant branches and units reviewed and responded to the petitions of Mr. Hoang Van S. The coercive board of land acquisition, the help teams carefully reviewed and prepared all necessary conditions, ensuring the organization of coercion in accordance with the law and absolute safety. Branches and units firmly grasp the situation of the area, develop plans to respond to arising situations, ensuring stability of local security and order.
Previously, on the afternoon of June 4, Vice Chairman of the District People's Committee Pham Van Dien had a dialogue with Mr. Hoang Van S's household - a household using land within the boundary of the investment project to build the Hanh Phuc Lake Flower Garden.
