On August 8, Dak Lak Provincial People's Council informed that the unit had just passed a Resolution stipulating a mechanism to support investors of social housing projects not funded by public investment capital, worker accommodation in industrial parks and housing for people's armed forces not funded by public investment capital in the area.
According to the resolution, the beneficiaries of the policy are investors of social housing construction projects not funded by public investment capital; workers' dormitory projects in industrial parks; housing projects for people's armed forces not funded by public investment capital. In addition, other State agencies, organizations, and individuals related to investment and construction activities of the above types of housing are also subject to application.
Notably, Dak Lak province will support equivalent to 50% of the investment costs for building technical infrastructure within the project scope, but the maximum support level is no more than 5 billion VND/project.
Technical infrastructure items considered for support include transportation systems, power supply, public lighting, communications, water supply, drainage and wastewater treatment, solid waste management and public sanitation.
However, the policy does not apply to investment costs for building technical systems inside the building; investment costs for technical infrastructure systems belonging to the area invested in construction for business or the area to be handed over to the State for management.
Mr. Truong Cong Thai - Vice Chairman of Dak Lak Provincial People's Committee informed that, according to regulations, support for technical infrastructure construction costs is only considered after the investor completes investment, acceptance, audit, finalization and is inspected and confirmed by a competent State agency for implementation value. State support is also not included in the selling price, rental price or rental price of social housing.
In addition, the province does not support the expenses that have been supported by the State budget or other legal capital sources.
The promulgation of this support mechanism creates additional direct support policies for investors to develop social housing, worker dormitories and housing for armed forces in the area, focusing on the investment costs of the project's technical infrastructure system.
