On the Government Portal, reader H.T in Ninh Binh reflected that they are renting social housing in the provincial trade union institution area. This project is only for rent and not for sale. So can citizens register to buy social housing from another project in the province?
The Ministry of Construction answers this question as follows:
To be able to buy social housing, they must be eligible for social housing support policies and meet sufficient conditions (in terms of housing and income) according to the provisions of housing law.
Subjects buying social housing specified in point a, clause 1, Article 78 of the 2023 Housing Law.
According to the Ministry of Construction, to meet the conditions for buying social housing, at the time of registration to buy social housing, there must be no housing owned by them in the province or centrally-run city where the social housing construction investment project is located.
Citizens who have not been able to buy or rent-purchase social housing, have not enjoyed housing support policies according to the provisions of the law on housing and are not renting any social housing or have housing owned by themselves in provinces or centrally-run cities where there are social housing projects but the average housing area per capita is lower than the minimum housing area.
