Salary reform is one of the breakthroughs to improve salaries and bonuses of cadres, civil servants, and public employees in the public sector.
Contributing opinions on the salary reform process, National Assembly Deputy Siu Huong (Gia Lai Delegation) said that implementing local government at 2 levels, the commune level currently receives a large volume of tasks from the previous district level transferred back, part of the tasks at the provincial level are decentralized while still fully performing existing tasks.
In particular, professional departments at the commune level have to advise in many fields with limited human resources.

According to the delegate, the base salary is expected to increase by about 8% from July 1, 2026. However, in the long term, considering the actual conditions of the commune level today, it is proposed that the Government consider adjusting the salary reform policy regime commensurate with the job positions of commune-level cadres, civil servants, and public employees.
The female delegate also said that in the near future, a summary of one year of the implementation of 2-level local government will be carried out. Therefore, it is proposed that the Government objectively and comprehensively assess, closely following the reality of the operation of 2-level local government after one year of implementation.
It is necessary to focus on clarifying the internal organizational structure of the commune level today, human resources associated with the decentralization of many powers to the commune level today, and how the current human resources have met the requirements of the tasks set out.
At the same time, clarify the assurance of finance, information technology infrastructure as well as the efficiency of public asset management after administrative unit arrangement," the delegate expressed his opinion.

According to delegate Pham Van Hoa (Dong Thap Delegation), the adjustment to increase the base salary for the state sector is a positive signal, a humane policy, and also shows the concern of the Party and the State for the lives of cadres, civil servants, and public employees.
The delegate also proposed to soon build a salary scale according to job positions. The principle that needs to be clearly established is to work in which position, receive salary according to that position, link income with workload, quality and level of responsibility, instead of mainly depending on working age.
However, the delegate also expressed concern about the spillover effect of the base salary increase on the market price level.
The delegate pointed out the reality that each time the base salary is adjusted, the prices of many essential goods and living services tend to increase accordingly. This puts significant pressure on the non-state sector, especially freelancers and low-income people, small businesses.
From there, the delegate proposed that the Government have fundamental solutions to ensure social security for the above subjects and curb inflation.

From practical analysis of income and living expenses, delegate Thach Phuoc Binh (Vinh Long Delegation) said that the level of 2.65 - 2.70 million VND/month with the base salary is a more reasonable and feasible option in the current period.
Regarding budget balance, delegate Thach Phuoc Binh analyzed that the level of 2.65 - 2.70 million has the advantage of not creating too much pressure on the state budget; it can be implemented if accompanied by streamlining staff, restructuring public spending, and reducing inefficient expenditures.
