According to the provisions of Clause 2, Article 9 of the 2024 Land Law, annual crop land is agricultural land.
Based on the provisions of point a, clause 1, Article 218 of the 2024 Land Law on multi-purpose land use, agricultural land is used in combination with livestock purposes but must comply with the provisions of land law.
Scope and conditions for multi-purpose combined land use are guided by Clause 2, Article 99 of Decree 102/2024/ND-CP, accordingly:

a) Using land for combined purposes not falling under the case of changing land use purposes specified in Article 121 of the Land Law;
b) The land area used for combined purposes does not exceed 50% of the land area used for the main purpose, except for the area of residential land used for multi-purpose combinations;
c) Construction works on agricultural land for multi-purpose land use must have appropriate scale and nature, and be easy to dismantle. The area of land for construction works for combined purposes on rice land and forestry land shall be implemented according to the provisions of the Decree detailing rice land and forestry law. Land with water surface that is not leveled that changes the flow, water surface area, and water layer depth;
d) The construction and renovation of works for combined purposes must be in accordance with the provisions of the law on construction and other relevant laws;
e) The time of land use for combined purposes does not exceed the remaining land use term of the main purpose.
Thus, building barns on annual crop land is a case that does not require a permit to change the land use purpose from a competent authority and the use of agricultural land combined with livestock purposes is completely appropriate if it fully meets the above legal requirements.
