The general objective is: To form a modern, safe and inclusive comprehensive financial ecosystem, contributing to improving people's lives, ensuring that no one is left behind in the development process.
Strive for all people and businesses, especially priority groups, to have equal and comprehensive access to financial products and services, fully enjoy the achievements of the strategy, contributing to ensuring progress, social justice and social security in the development process.
The Prime Minister believes that, along with priority groups such as people in remote areas, border areas, islands, and rural areas; individuals, poor and near-poor households, with average living standards and low incomes; students; small and medium-sized enterprises, cooperatives, and business households, in which attention should be paid to businesses and business households owned by young people, women, vulnerable groups, ethnic minorities, mountainous areas, border areas, and islands, it is necessary to simultaneously prioritize the development of synchronous, inclusive, and comprehensive strategic infrastructure and prioritize green transformation, digital transformation, and structural transformation in the implementation of the strategy.
Striving targets by 2030: 95% of the population aged 15 and over have transaction accounts at banks or other licensed organizations; non-cash payment value is 30 times GDP; at least 30% of adults deposit savings at credit institutions; at least 300,000 small and medium-sized enterprises have outstanding debts at credit institutions.
Credit balance for agricultural and rural development on total credit balance for the economy reached about 25%; at least 75% of adults have information about credit history in the SBV's credit information system; insurance industry revenue reached a scale of about 3.3-3.5% of GDP.
The Prime Minister also agreed with the main groups of tasks and solutions, including completing the legal framework to create a favorable environment for the implementation of comprehensive financial goals.
