Nhat An Phu Joint Venture Auction Company - Lao Cai Branch 2 has just announced the organization of an auction of mineral exploitation rights for sand and gravel mines for ordinary construction materials on the Red River, located in Mau A and Xuan Ai communes, Lao Cai province.
According to the announcement, the mine area has a total area of about 21.4ha, divided into 3 auction areas.
This is a mine that has not yet had mineral exploration results, so organizations and individuals winning the auction must fully carry out exploration and reserve assessment before exploitation according to the provisions of law.
The auction organizing unit also noted that the exploitation process must ensure the requirements for protecting the riverbed, banks, and banks and strictly implement regulations on landslide prevention and control according to current regulations.
The starting price of mineral exploitation rights is determined at 50.31% (R ratio), while the price step is equal to 6% of the starting price.
Auction participants must buy dossiers for 1 million VND and deposit more than 5.98 billion VND, equivalent to 50% of the total value of mineral exploitation rights estimated.
In addition, the estimated mineral exploration project of the mine area is more than 1.3 billion VND. This is also the minimum financial capacity that organizations and individuals registering to participate in the auction must meet according to regulations.
Auction participation documents are sold from July 3 to 4:00 PM on July 20, 2026 at the Department of Agriculture and Environment of Lao Cai province, the Office of Nhat An Phu Joint Venture Auction Company in Hanoi and Lao Cai Branch 2.
From July 13 to 15, organizations and individuals in need will be guided to conduct field surveys of the mine area before completing registration dossiers.
According to regulations, the auction participation dossier must include a registration form according to the form, a business registration certificate, documents of the representative and documents proving financial capacity.
Participants are organizations and individuals who are registered to do business in mineral exploitation, meet the conditions according to the 2024 Law on Geology and Minerals and are not prohibited from participating in auctions.
Deposits are received from July 30 to the end of August 3, 2026 through the account of Nhat An Phu Partner Auction Company opened at BIDV Bank - Yen Bai Branch.
According to the plan, the auction will take place at 8:00 AM on August 5th at the Hall of the Department of Agriculture and Environment of Lao Cai province. The auction is organized in the form of direct voting at the session, the bidding method is upwards with a maximum of 10 rounds of auction.
