6 key projects are being implemented
According to the Party Committee of Dien Bien Provincial People's Committee, 6 key projects using State budget capital are being focused on. These are projects of strategic significance, greatly affecting the socio-economic development of the province.
Of the 6 projects, some are still facing many challenges, especially projects with large-scale site clearance (GPMB).
Specifically, the Nam Rom River Basin Multi-disaster Management Project has a total investment of over VND 981 billion. The site clearance work of this project is facing many difficulties, with a total area to be reclaimed of 93.7 hectares from 514 households. To date, the project has only received clean land from 359/514 households, equivalent to 70.5 hectares (reaching 75.2%).
The construction of 7/7 construction packages has been implemented, with an estimated volume of 44.55%. The total disbursed capital reached 69.8% of the assigned plan.

At the project The items of the overall investment project to build the Provincial Sports Center are currently under construction, and the new project is estimated to reach about 10% of the contract volume. The new disbursement rate reached 14.27% of the plan.
Approved at the end of 2024, the project to preserve and restore the Him Lam Resistance Center (phase II) has so far accumulated the disbursement value reaching 61.66% of the plan.
In the Road project connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 (Dynamic Road Project, with a total investment of VND 1,300 billion) currently reaching 95.07% of the site clearance progress.
The total value of completed construction packages is estimated at 71.9%. The project's accumulated disbursement rate reached 84.48% of the plan.

At the project to build a resettlement area for the provincial administrative and political center, the site clearance work has been almost completed with 96.6% of the area handed over. Regarding construction, the estimated value of the volume is 54.1% of the contract value. The disbursement rate of the entire project reached 80.95%.
With the investment project for the Son La - Dien Bien - Tay Trang Border Gate expressway section, expected to be 178km long, it is currently in the investment preparation stage. This is a group A project with a total estimated investment of more than VND27,130 billion, a scale of expressways, 4 lanes and 2 emergency lanes.
Previously, at the end of May 2025, the province proposed that the Prime Minister and the Ministry of Construction carry out investment and construction in the period of 2026-2030. The province also committed to implementing compensation and site clearance for the project using local resources.
Why is the progress still sluggish?
According to the Provincial People's Committee, the volume of site clearance work is very large while the number of cadres with expertise and experience in site clearance compensation work is still limited.
In addition, site clearance is complicated because it is concentrated in densely populated wards and communes. The work of verifying land origin faces many difficulties due to complicated management history.

To overcome the shortcomings, the Party Committee of the People's Committee of Dien Bien province said that it will speed up the progress of key projects, which are important tasks, associated with assessing the level of task completion of the heads and deputy heads of agencies and units.

In Dien Bien province, the total public investment capital plan for 2025 was assigned by the Prime Minister at nearly VND 3,356 billion, and to date, over VND 3,273 billion (reaching 97.54%) has been allocated to the assigned capital plan.
As of (31.8)), the province has disbursed over VND 1,461 billion (reaching 43.54%) of the plan, 9.49% higher than the same period in 2024 (34.05%) and higher than the national average disbursement rate. Of which, the capital for implementing 3 National Target Programs reached 44.49% of the capital plan assigned by the Prime Minister.
