Dien Bien opens up capital sources for non-budget projects

Dien Bien - The Provincial People's Committee is directing the removal of bottlenecks in site clearance to save a series of non-budget projects that are at risk of "waiting".

Dozens of "stuck" projects

Over the past time, Dien Bien province has attracted investment resources for many non-budget projects in the fields of urban areas, housing, commerce, services and tourism.

Currently, the whole province has over 220 non-budget projects approved for investment policy with a total registered capital of over 76,7 billion VND.

Besides 152 projects that have been put into operation (over 16,000 billion VND), there are still 72 projects struggling in implementation, accounting for over 60,600 billion VND (nearly 79% of total registered capital).

Notably, there are 16 projects that are "seriously" behind schedule, mainly concentrated in the fields of urban, hydropower and agriculture.

In Dien Bien Phu ward, where there are many large urban area projects such as: Urban residential area, commercial services of residential groups 17, 18 Him Lam; Muong Thanh A urban residential area; Thanh Minh - Doc Lap hill road and residential area (Northern ring road)...

The main reasons for the slow progress of projects stem from difficulties in compensation and site clearance to serve infrastructure construction.

In addition, some projects have not received high consensus from the people, leading to a prolonged site clearance process, not achieving the set progress.

At the Muong Thanh A urban residential area project, invested by NQT Quang Ninh Construction and Trading Joint Stock Company, with a total area of 5.49 ha, the project's investment capital is about 614 billion VND.

The project is synchronously planned, including 167 adjacent houses up to 5 floors high and 25 resettlement land plots along with a modern technical and social infrastructure system.

Although the groundbreaking ceremony was held in August 2025, the project has not yet been implemented because it has not been handed over a clean site.

By the end of March 2026, Dien Bien Phu ward had measured and counted 106/145 households, and verified the origin of land in 58 cases.

Or at the Him Lam new urban area project, east of the 60m road in Zone A, although 100% of households have signed handover minutes, on the ground there are still more than 20 households who have not agreed to dismantle assets on land.

Provincial leaders directly go to the scene

Recognizing that site clearance is a difficult stage, leaders of Dien Bien province have directly gone to the grassroots level many times.

Recently, Standing Vice Chairman of the Provincial People's Committee Lo Van Cuong inspected and worked with departments and agencies to remove difficulties on the spot for 4 non-budget investment projects including: Him Lam New Urban Area, East of 60m road in Zone A; Urban residential area, commercial services of residential groups 17, 18 Him Lam; Muong Thanh A Urban Residential Area and Him Lam 7 Urban Residential Area.

Provincial leaders have assigned Dien Bien Phu Ward People's Committee to be the focal point, fully responsible for site clearance for urban projects.

Specialized agencies are accelerating the inventory and verification of land origin and completing compensation plans according to the assigned time limit.

To promptly remove "bottlenecks" and promote the progress of projects, the Provincial People's Committee also established a Working Group to support key non-budget investment projects in the province.

The group leader is Mr. Lo Van Cuong - Standing Vice Chairman of the Provincial People's Committee. Mr. Ly Thanh Tiem - Director of the Investment, Trade and Tourism Promotion Center is the Standing Deputy Head.

Other Deputy Heads include: Bui Manh Thang - Deputy Director of the Department of Finance; Nguyen Dang Nam - Deputy Director of the Department of Agriculture and Environment; Mr. Nguyen Minh Luong - Deputy Director of the Department of Construction.

The working group will closely monitor the implementation of key non-budget investment projects, promptly grasp difficulties and obstacles arising during the implementation process.
