Mr. Nguyen Huu Hong - Deputy Director of the Department of Construction of Quang Ngai province said that the Northern Residential Area project of Quang Ngai city was approved by the Provincial People's Committee in 2018 with an implementation area of 9.87 hectares. The investor has carried out compensation and site clearance according to the approved plan with an area of 7.037/9.87ha.
The project has not been converted by the state to land use purposes, land allocation, or land lease for investors to build infrastructure. According to the reporter's records, the project site was unfinished and then stopped for many years, with overgrown grass.

The Tinh Ha Riverside Urban Area Project was approved by the Provincial People's Committee in 2019 with an area of about 41 hectares. The project has not yet approved a compensation and site clearance plan and the state has not changed the purpose of land use, land allocation, and land lease. Quang Ngai Urban Development Company Limited has voluntarily terminated the operation of the Tinh Ha Riverside Urban Area Project.
According to Mr. Nguyen Huu Hong, Quang Ngai Urban Development Company Limited requested to return all expenses spent to implement the project. However, according to current law, there is no regulation to refund the entire cost as proposed by the investor. Due to the lack of consensus on the refund of the costs that the investor has implemented; the Department of Construction has not advised the Provincial People's Committee to cancel the project investment policy decision.
"The Northern Residential Area Project of Quang Ngai City and the Tinh Ha Riverside Urban Area Project were decided on investment policy, no auction of land use rights, no bidding of projects using land. This content has been inspected, checked and concluded by competent authorities to terminate the investment project" - Mr. Hong informed.
Mr. Nguyen Huu Hong also said that the Northern Residential Area Project of Quang Ngai City and the Tinh Ha Riverside Urban Area Project are not eligible for land allocation and lease by the state to continue implementing the project.
On that basis, the Provincial People's Committee has repeatedly had dialogues with enterprises to notify and convey the general policies of the province and competent authorities. In addition, the Department of Construction has worked and instructed investors to complete relevant procedures to terminate investment project activities and re- Propose investment policies, and select investors in accordance with current laws.
On June 20, 2025, the Department of Construction sent an invitation to many departments and Quang Ngai Urban Development Company Limited to meet to resolve and respond to the Company's recommendations. However, Quang Ngai Urban Development Company Limited did not participate in the meeting organized by the Department of Construction (June 25, 2025).
