On the afternoon of March 6, the People's Committee of Kien An District (Hai Phong) held a dialogue conference with 25 households renting houses of Hai Phong Housing Management and Business Company Limited subject to land acquisition for the Hanh Phuc flower garden project in the district.
Vice Chairman of Kien An District People's Committee Pham Van Dien chaired the dialogue conference.
At the dialogue, households were informed about their rights when compensation for site clearance for the Hanh Phuc flower garden project. Vice Chairman of the District People's Committee Pham Van Dien directed the agency implementing site clearance, the District Land Fund Development and Project Management Center, to disburse documents related to compensation and support for site clearance for households to review and compare. At the same time, the district also provided information on compensation and site clearance policies, including house re-lease; compensation for houses and land in cash or registration to buy social housing at a project being implemented in Dong Hoa ward, if eligible, to report to the City People's Committee for approval.
After hearing information about compensation and support for site clearance, some households did not cooperate and left without permission. Some households continue to stay at dialogue conferences and express their opinions. Households requested the State to pay attention to creating maximum conditions according to the wishes of citizens to remove difficulties.
After listening to the households' opinions, Vice Chairman of Kien An District People's Committee Pham Van Dien and specialized agencies received, explained, and analyzed with the households about compensation and support policies for site clearance according to legal regulations and the direction of the City People's Committee.
Vice Chairman of the District People's Committee Pham Van Dien assigned the Department of Natural Resources and Environment to preside with the District Land Fund Development and Project Management Center to advise on responding to citizens' petitions in writing and sending them to households. At the same time, Hai Phong Housing Management and Trading Company Limited is requested to respond to citizens' petitions, complete contract liquidation procedures to hand over the dossier to the district to report to the city on procedures related to enforcement to implement the project.
The Hanh Phuc Lake Flower Garden Project was decided by the Hai Phong City People's Committee to invest in and approved by the project in 2023 with a total investment of 79 billion 970 million VND. The total planning area is 23,928.94m2, the implementation period is in 2 years 2024 - 2025. The total area of land recovered for the project is 19,300m2; of which, the area of land subject to recovery managed by Housing Management and Business Company Limited for 25 households and individuals is 1,339.3m2.
