On December 3, the Hanoi City Public Administration Service Center coordinated with departments, branches, investors of social housing development projects (NOXH) and Hanoi Radio and Television Station to organize a Dialogue Conference with the theme "From procedures to connectivity to housing: Removing difficulties for people to buy social housing in Hanoi City".

Speaking at the opening of the conference, Mr. Cu Ngoc Trang - Director of the Hanoi City Public Administration Service Center - commented that "resettlement and career" is not only a simple wish but also a legitimate right of every citizen of the capital.
Despite many efforts, the journey to access social housing for people is still not as easy as legal, but it is still complicated and heavily regulated; The process is still single, not connected; The burden of proof is still emphasized on the people; Data is not synchronous, causing prolonged verification; Investors in each place have a process, sometimes arising additional documents outside of regulations.
" And it is because of those shortcomings that we are here today: to dialogue - to open the knot - to truly restore convenience to the people" - Mr. Cu Ngoc Trang shared.
Responding to citizens' questions about procedures for purchasing social housing, Ms. Pham Thi Hong Hai - Director of Branch No. 6, Hanoi Public Administration Service Center - said: The confirmation of housing conditions is one of the mandatory documents in the documents that people submit to the investor of a social housing project. Recently, the center's branches, especially in areas where projects are open for sale, have received a large number of applications to confirm housing conditions and provide land data information.
To make people understand and implement it conveniently, Ms. Hai said that this procedure includes four main contents: file composition, file submission method, fee - charge and some notes when declaring.
Regarding the content of the documents, people need to prepare two forms: Form No. 14 according to Decree 151 of the Government and Form No. 02 on housing condition confirmation certificate according to Circular 05/2024 of the Ministry of Construction. These two models have fully guided the contents that need to be declared, so people need to read carefully before filling to avoid errors, helping the receiving agency and the Land Registration Office process the application quickly.
Regarding how to submit documents, the center encourages people to do it in the digital environment. After filling out the two forms, citizens only need to download them to the system and send them to the receiving unit. Currently, the procedure has been fully Configurated, allowing application submission at home and receipt of results in electronic form or paper copy as required.

Regarding fees - charges, according to Resolution 06/2020 of the Hanoi People's Council, the fee for providing land data information is 150,000 VND. However, if submitting the application online, people are completely exempted from the fee. In case of receiving the results of the paper at home, citizens will not have to pay any additional costs. Ms. Hai emphasized that in addition to the fee benefits, online payment also helps save time, travel costs and does not interrupt people's work.
Regarding the note when declaring, Ms. Hai said that some documents were returned due to incorrect declaration of subjects in Form No. 02 according to Circular 05, leading to the investor not accepting. People need to carefully check the information before submitting to avoid having to travel many times.
Another important point is the duration of the housing condition confirmation certificate. According to the newly issued Circular 32, the confirmation is valid for 6 months. Therefore, people need to submit the project at the right time for sale; if done too early, the paper may expire and no longer be valid.
