At the conference, the Central Organizing Committee announced and presented the Politburo's Decision deciding to transfer Mr. Phan Thang An to cease participating in the Party Executive Committee of Central Party Agencies for the 2020-2025 term, cease holding the position of Deputy Head of the Central Organizing Committee; transfer and appoint him to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, hold the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term and appoint him to join the Party Committee of Military Region 1.
Speaking to congratulate and assign tasks, Head of the Central Organizing Committee Le Minh Hung affirmed: The transfer and appointment of comrade Phan Thang An to hold the position of Secretary of the Cao Bang Provincial Party Committee demonstrates the recognition, trust and expectations of the Politburo.
Mr. Phan Thang An is considered a well-trained cadre, with capacity and experience in Party building, political construction, sharp thinking, scientific working methods, drastic direction, close to the grassroots, and has held many important leadership positions.
Recognizing the results and achievements in the past time, and sharing the difficulties and challenges that Cao Bang as well as the mountainous provinces are facing, Head of the Central Organizing Committee Le Minh Hung suggested that in his new position, the new Secretary of the Cao Bang Provincial Party Committee continue to promote his experience, bravery, and working capacity, and immediately start the new task.

Previously, Mr. Quan Minh Cuong, former Secretary of the Cao Bang Provincial Party Committee, was transferred and appointed by the Politburo to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, holding the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term.
