Son Cam 3 Industrial Cluster was approved in April 2020 with an area of over 28 hectares. Due to slow site clearance and resettlement arrangements, dozens of households here are still living in temporary housing.
In addition, there are nearly 50 families of workers who have bought liquidated properties for many years without red books, and are in a situation where they cannot leave or stay.
Ms. Pham Thi Nhan (Hamlet 8, Son Cam Commune, Thai Nguyen City) said that the Son Cam 3 Industrial Cluster project has been around for a long time. However, after many years, it has not been able to be implemented and help people stabilize their lives.
According to Ms. Nhan, many families have dilapidated houses but cannot repair or rebuild because of planning problems. The house is now cracked and sunken, but rebuilding it would be a violation.
"People are waiting for an early answer about the industrial cluster project. If the land is used for the project, the land should be cleared quickly and resettlement arrangements should be made for the people. Otherwise, people should be allowed to repair their houses and have stable housing. Living like this is very scary when the houses are not solid. The project has been around for many years but the progress is extremely slow, and the land clearance has not been possible, making it very difficult for the people," said Ms. Nhan.
Also facing a similar situation, Mr. Luu Hai Long (Hamlet 8, Son Cam Commune) said that he has lived here since he was a child. Previously, about 50 households who used to work as workers bought houses liquidated from enterprises. This land is now located in the industrial park planning area.
"From the time of purchase until now, all households have not been granted red books. Because of this, they have encountered many difficulties, and they cannot mortgage to borrow money from the bank to do business. The houses are now degraded, and some people have moved to live elsewhere because they are worried about safety. Life is extremely difficult, I hope this will be resolved soon so that people can stabilize their lives," said Mr. Long.
Speaking with Lao Dong Newspaper, Mr. Hoang Van Nguyen - Vice Chairman of Son Cam Commune People's Committee - confirmed that in the locality, there are many families located in the industrial park planning area, so they cannot build or renovate their houses.
"A part of the area of about 50 households with land in the previous planning was bought and liquidated from the enterprise, now there are many problems. Faced with this situation, the locality has reported to the competent authorities to promptly resolve it, helping people stabilize their lives" - the leader said.
According to information from a leader of the Thai Nguyen City Land Fund Center, resettlement arrangements have not yet been made and only the land that does not need to be resettled ( organizational land) has been recovered to implement the industrial cluster project.
"In addition, the site clearance is also facing problems with assets on land that the enterprise sold to the people decades ago. The authorities are working with the households on this area. In the coming time, 50% of the area will be handed over to the investor, waiting for the full decrees and documents, around October" - the leader said.
It is known that in July 2021, the investor of the Son Cam 3 industrial cluster project signed a contract with the Thai Nguyen City Land Fund Development Center to carry out compensation and site clearance. There are more than 140 households in hamlets 7 and 8, Son Cam commune subject to land acquisition. Of these, 120 households must be resettled.
