The Ho Chi Minh City - Moc Bai (Tay Ninh) expressway project has a total length of nearly 51 km, with a total investment of nearly 20,000 billion VND, divided into 4 component projects.
In which, the section passing through Ho Chi Minh City is about 24.7 km long, passing through 5 communes including Phu Hoa Dong, Nhuan Duc, Thai My, Tan An Hoi and Cu Chi.
Component project 3 (compensation, support, resettlement in Ho Chi Minh City) recovered about 220 hectares of land, affecting more than 2,121 households, with a total compensation, support and resettlement cost of more than 4,333 billion VND.
To date, Ho Chi Minh City has paid compensation to 570 cases, with a total amount of more than 1,329 billion VND.
Ho Chi Minh City aims to complete the compensation payment and clean site handover in the first quarter of 2026 to ensure the overall progress of the expressway project.
However, the Ho Chi Minh City Department of Construction said that the project to build infrastructure for the Ho Chi Minh City - Moc Bai expressway resettlement area in Pham Van Coi commune, Cu Chi district (formerly) invested by the Cu Chi area Construction Investment Project Management Board is currently being implemented very slowly.
Currently, the project is waiting for the Ho Chi Minh City People's Committee to approve the Feasibility Study Report. To date, the project has been delayed by 48 days compared to the plan due to the 1/500 planning approval process and consulting with specialized agencies in the project preparation step to serve the appraisal of the feasibility study report.
According to the initial plan, the project is expected to be completed and accepted after 354 days, i.e. until June 19, 2026.
However, in reality, the expected implementation time is about 404 days, expected to be completed on August 8, 2026.
The project may start construction in May 2026, provided that the feasibility study report is approved on December 24, 2025 and capital is allocated in a timely manner.
The resettlement area project is of great significance when it is expected to provide 546 resettlement plots. Of which, 140 plots directly serve the Ho Chi Minh City - Moc Bai expressway project, and the remaining 406 surplus plots can be arranged for other public utility projects in the area.
Faced with the above situation, the Construction Investment Project Management Board of Cu Chi area proposed that the Ho Chi Minh City People's Committee soon prioritize considering and approving the Project Feasibility Study Report. The dossier has been submitted by the Department of Construction from December 8, 2025.
At the same time, it is proposed that the Department of Finance urgently advise on capital allocation immediately after the project is approved so that the investor has a basis to implement the next steps.
The Project Management Board also determined that it is necessary to proactively prepare the contractor selection plan dossier in advance, and be ready to submit it for approval when legal conditions are met, in order to shorten the preparation time and start construction of the project soon.
On December 19, component project 2 of the Ho Chi Minh City - Moc Bai expressway, with an investment of 2,422 billion VND from the budget, was started. The project includes 20 km of service roads through Ho Chi Minh City, more than 23 km through Tay Ninh, along with 16 overpasses and 10 people's underpasses.
The main expressway, invested in BOT form with a total capital of more than 10,400 billion VND, is expected to start construction in the first quarter of 2026 and be completed by the end of 2027.
When put into operation, the expressway will reduce congestion on National Highway 22, increase connectivity between Ho Chi Minh City's ring roads, and form a high-speed traffic axis between Ho Chi Minh City and Tay Ninh.
The project also contributes to forming the Moc Bai - Ho Chi Minh City - Cai Mep Port - Thi Vai industrial - urban chain, promoting socio-economic development in Ho Chi Minh City, Tay Ninh and the entire Southeast region.
