The Saigon - Bao Ninh Eco-tourism Area project (Dong Hoi ward, Quang Tri province) includes a 19-story hotel with 229 5-star standard rooms, 64 resort villas, a restaurant area, a beach club, a swimming pool, and many synchronous service and technical infrastructure items.
However, after a long period of slow implementation, the project was only started in March 2019. According to the plan, the project must be completed and put into operation from September 2020.

According to reporters of Lao Dong Newspaper, after building the rough structure of the 19-story hotel, some bungalows, restaurants, swimming pools and technical infrastructure, the entire construction site is almost "frozen".
The hotel block has been roofed since the end of 2020, but it is still just a gray concrete frame. Many walls have not been plastered, steel reinforcement protrudes from the construction, and many items are still unfinished.

Besides, the row of stilt houses was built and then abandoned for a long time, causing many items to degrade. The project grounds are covered with weeds, many green trees planted from the early days of implementation are now withered due to lack of care. Currently, there are no records of workers or machinery constructing the project.
According to the dossier, the total realized investment value to date is about 184 billion VND, equivalent to 43.39% of the total investment after adjustment. Despite spending a large amount of money, the project has been suspended from construction from 2020 to now, creating a messy scene right in the coastal area considered one of the locations with potential for tourism development in the locality.
Debt of more than 39.5 billion VND in land rent
Through thematic inspection of prolonged delayed projects, the Quang Tri Provincial Inspectorate pointed out many reasons why the project fell into a state of stagnation.
According to a recent inspection conclusion, the investor has not fully ensured financial resources as committed, has not completed the project on schedule even though it has been extended, and is also slow to carry out investment adjustment procedures when the investment registration certificate expires.

One of the major obstacles arising in the implementation process is the transfer of the investor from Saigon - Quang Binh Tourism Joint Stock Company to Bao Ninh Tourism Co., Ltd. not being approved by competent authorities. The process of processing investor adjustment dossiers and registering land changes is prolonged, leading to additional procedures related to investment and land.

Notably, the project has been suspended since 2020, but the investor has not yet fulfilled its financial obligations to the State. As of November 10, 2025, the total amount of land rent and late payment of the project has reached more than 39.543 billion VND.
The Inspectorate also identified the responsibility of some state management agencies for slow handling of existing problems of the project. In which, the Department of Finance has not promptly urged investors to fulfill financial obligations and guided the completion of procedures for adjusting investors; the Department of Agriculture and Environment is slow to advise on handling land procedures as well as land recovery when meeting the conditions according to regulations.

According to the Provincial Inspectorate, the project has sufficient grounds not to continue adjusting the investment registration certificate, and is also eligible for consideration to terminate operations and recover land according to the provisions of law.
However, considering the fact that the project has completed more than 43% of the total investment, the Inspectorate proposed that the Provincial People's Committee assign departments and branches to review and agree on a plan with the investor to definitively remove obstacles related to investment and land after completing financial obligations. In case the investor does not meet the conditions according to regulations, it will advise to terminate the project and recover land to avoid further waste of resources.
The Saigon - Bao Ninh Eco-tourism Area project was approved for investment by the People's Committee of Quang Binh province (old) in 2009 in the Bao Ninh area, now belonging to Dong Hoi ward, Quang Tri province.
The project has an area of 42,483m2, with an initial total investment of 120 billion VND, after adjustment it increased to 424.831 billion VND. According to the plan, the project includes a 19-story hotel with 229 rooms meeting international 5-star standards, 64 resort villas, along with a system of restaurants, beach clubs, pool bars, swimming pools, technical infrastructure and auxiliary works.
