According to the investigation of Lao Dong Newspaper reporters, more than 10 years ago, in 2014, Thanh Hoa Provincial People's Committee had a document approving the investment in the AMC I social housing development project, in Quang Thanh ward, Thanh Hoa city (old), now Quang Phu ward, Thanh Hoa province.

The project is invested by AMC Toan Cau Development Joint Stock Company, and is implemented in a quite prime location, located at the intersection of National Highway 1A, Thanh Hoa City bypass and Vo Nguyen Giap Avenue.
According to the plan, the project includes 3 15-story apartment buildings, along with a system of green trees, traffic roads and auxiliary works. The total land use area is about 22,300m2, of which social housing construction land is about 11,462m2, with about 900 apartments. The green land area is about 7,441m2, the rest is traffic land of about 3,397m2. The total investment of the project is more than 500 billion VND.

After many years of slow implementation, in August 2020, Thanh Hoa Provincial People's Committee continued to issue a decision to extend the project implementation time and allocate land to the investor. According to this decision, the implementation time is 30 months, calculated from August 6, 2020 to February 6, 2023.
Next, in early 2021, AMC Toan Cau Development Joint Stock Company held the groundbreaking ceremony for the AMC I social housing area, belonging to the AMC - El Dorado Urban Area Project, in Quang Thanh ward, Thanh Hoa city (old). The investor committed that phase 1 will build a social housing area and a green park - sports; phase 2, expected in the second quarter of 2021, will deploy all remaining items.
However, records of Lao Dong Newspaper reporters as of the end of December 2025 show that the investor has only carried out corrugated iron enclosure around the project area. Inside the project is still a vacant lot, overgrown with weeds, without any construction activities.


Many people living near the project area said that at the time of commencement, the project was once widely implemented, but after only a short time it fell into a state of "immobilization". "The project was approved in principle, land was allocated for many years but no construction was seen. This not only disappoints people who need to buy social housing but also causes waste of land resources," a resident angrily shared.
According to representatives of the Thanh Hoa Provincial Department of Construction, the project delay is the responsibility of the investor, AMC Toan Cau Development Joint Stock Company, because previously, the Provincial People's Committee had agreed to extend the project implementation time to March 2023, but so far the project has not been implemented according to the committed schedule.

Regarding the reasons for the delay, a representative of Thanh Hoa Department of Construction said that the investor has requested to adjust the investment policy, including proposing to add basement area, reduce construction area and increase the height of the project. In the process of implementation, the investor also committed the act of constructing illegal items, and was administratively fined more than 100 million VND and forced to implement remedial measures according to regulations.
It is known that, related to slow-progress projects, recently at the 37th session of the 18th Provincial People's Council (term 2021 - 2026) held on December 8, Mr. Hoang Anh Tuan - Head of the Economic - Budget Committee of the Thanh Hoa Provincial People's Council - said that in 2025, the province comprehensively reviewed 308 direct investment projects and projects using land that are slow to implement and have been prolonged for many years.
The review results show that 280 out of a total of 308 projects are being processed according to plan; the remaining 28 projects have been completed, including projects that have been terminated, are being considered for termination or have removed obstacles to restart.
