On October 29, localities in Ho Chi Minh City are urgently implementing compensation and site clearance to implement the former Ring Road 4 project through Binh Duong area.
The project passes through 10 new communes and wards of Ho Chi Minh City including: Tay Nam ward, Long Nguyen ward, Thoi Hoa ward, Hoa Loi ward, Binh Duong ward, Vinh Tan ward, Binh Co ward, Tan Uyen ward, Bac Tan Uyen commune, Thuong Tan commune.
Notably, the section passing through Tan Uyen ward, the Ho Chi Minh City Ring Road 4 project affects 49 cases of using land belonging to the agricultural and forestry land of the battlefield zone D. Of which, 5 cases have been granted land use right certificates, 44 schools have not yet been granted land use right certificates. The amount of compensation to be disbursed for the cases is about 600 billion VND.
Currently, the Department of Agriculture and Environment of Ho Chi Minh City is working with the People's Committee of Tan Uyen Ward to study legal regulations to agree on compensation and support plans for affected cases.

The agencies are reviewing subjects eligible for granting land use right certificates that are not subject to land lease to carry out compensation according to the law.
For cases that are not eligible for a land use right certificate, review the land use process to propose an appropriate support level.
According to the report, the project to clear the Ho Chi Minh City Ring Road 4 through Binh Duong was previously 27.83km long, with a reclaimed land area of 250.46 hectares. The project affects 1,598 households, individuals and organizations. It is expected that resettlement will be arranged for 300 cases. The capital plan for 2025 is more than VND 7,307 billion. Currently, localities have only approved compensation plans for 268 cases (more than 1,312 billion VND).

The Ho Chi Minh City Ring Road 4 project has a total length of more than 200 km, with a total investment of more than VND 120,412 billion in phase 1. The project passes through Tay Ninh with the largest length of more than 74.5 km, Dong Nai 46 km. The section passing through Ho Chi Minh City is 86.7km long, of which the section passing through Ba Ria - Vung Tau was previously 18.2km long and the section passing through Binh Duong was previously 48km long.
