On October 27, Mr. Bui Minh Thanh - Vice Chairman of the Ho Chi Minh City People's Committee inspected, surveyed the situation and listened to localities report on the progress of public investment disbursement and site clearance for the Ho Chi Minh City Ring Road 4 project, the section passing through the former Binh Duong province.
According to the report, the project to clear the Ho Chi Minh City Ring Road 4 from Thu Bien Bridge to Saigon River is 27.83km long. The reclaimed area is 250.46 hectares, affecting 1,553 households. The capital plan for 2025 is more than VND 7,307 billion.
Up to now, the measurement and announcement of land recovery work has been completed. The work of appraising drawings reached 58%, the counting reached 89%. The People's Committees of localities have approved land prices and compensation plans for 268 cases (more than 1,312 billion VND). The site handover area reached 13%, the compensation disbursement rate reached 17%.
Notably, the project affects 3 enterprises and organizations in Tan Uyen ward and Binh Co ward, including: Vietnam - Singapore Industrial Park Joint Venture Company Limited (VSIP), Nam Tan Uyen Industrial Park Joint Stock Company, Phuoc Hoa Rubber Joint Stock Company and Tan Uyen Forest Management Board (now managed by Tan Uyen Forest Protection Department - Phu Giao).
The section passing through 4 above units is about 7km long, the reclaimed area is about 69.85ha, accounting for 28% of the total area of the project. Up to now, businesses and organizations have basically agreed and are ready to hand over the site.
At the survey, Mr. Bui Minh Thanh - Vice Chairman of the Ho Chi Minh City People's Committee requested the City Land Fund Development Center to coordinate with departments, Binh Co ward, and Tan Uyen ward to promptly complete legal procedures. At the same time, approve the compensation plan, change of forest use purpose and receive the site to ensure the progress of the Ring Road 4 project before October 31, 2025.

Ho Chi Minh City leaders also directed localities to speed up the progress of counting, appraising, approving compensation plans and mobilizing people to hand over the site, ensuring the completion of the public investment disbursement plan in 2025.
The Ho Chi Minh City Ring Road 4 project has a total length of more than 200 km, with a total investment of more than VND 120,412 billion in phase 1. The project passes through Tay Ninh with the largest length of more than 74.5 km, Dong Nai 46 km. The section passing through Ho Chi Minh City is 86.7km long, of which the section passing through Ba Ria - Vung Tau was previously 18.2km long and the section passing through Binh Duong was previously 48km long.
