On May 29, Mr. Pham Van Thep - Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the Hai Phong City Party Committee - inspected the progress of a number of projects in Kien An district.
Checking the road project connecting Nguyen Luong Bang street with Tran Nhan Tong street and the investment project to build Phuong Khe Resettlement Area, Dong Hoa Ward - two projects preparing to hand over to the city, Head of Propaganda and Mobilization Committee of the City Party Committee noted that the district urged contractors to focus on human resources, vehicles, speeding up the construction progress. Along with that, resolutely forced land acquisition for cases where there is no compliance with the decision to recover land and not handing over the ground. The district continues to strictly manage land and construction order in areas around the projects, strictly handle violations.
Earlier, Kien An District Party Committee met on coercive land acquisition and ground clearance to implement a number of projects in the area. According to the report of Kien An district, the project of building a Ho Hanh Phuc flower garden has one case, Mr. Hoang Van S household has not agreed with the compensation, support plan, and has not handed over the ground. At the project of urban area and urban embellishment of Dong Hoa ward, a household of Mr. Hoang Van Th (in Dong Khe 2 residential group, Dong Hoa ward) has not agreed with the compensation plan, has not complied with the decision to recover land.
The project connecting Nguyen Luong Bang Street with Tran Nhan Tong Street, site clearance is still facing difficulties with 3 households: Mr. Do Doan V's household (in Kha Lam 5 residential group, Nam Son ward); Mr. Bui Van T and Nguyen Manh D's households (all in Dau Vu group, Van Dau ward).
The People's Committee of Kien An District and other wards have repeatedly explained, propagated and mobilized about the regimes and policies for compensation and support. The district leaders directly dialogue with households. The recommendations of the households have been answered specifically by the authorities. However, the households have not agreed with the compensation, support, and not complying with the handover of the ground, there are compensation and support recommendations without the basis of settlement as prescribed.
Concluding the conference, Mr. Luong Van Cong - Secretary of the District Party Committee assigned the District People's Committee to assign sectors and units to continue organizing propaganda, mobilization, and dialogue so that people clearly understand their rights and obligations, voluntarily comply with the handover of land for project implementation.
For cases of intentional non-compliance, the District People's Committee shall carry out compulsory land recovery in accordance with the provisions of law. Of which, 2 new urban area projects and urban urban renovation of Dong Hoa ward and the road connecting Nguyen Luong Bang with Tran Nhan Tong, were completed on June 5.6; the project to build a flower garden at Hanh Phuc lake, completed the enforcement on June 10.
