According to the Chairman of Hai Phong City People's Committee, the city invested in the construction of 12 new apartment buildings with a total investment of about VND 3,400 billion using the state budget, so when calculating apartment rental prices, it must be done according to the principle of calculating correctly and fully to recover the state budget invested according to regulations.
The People's Committee issued decisions on rental price at the end of 2024 with the rent from 16,204 - 31,635 VND/m2/month (depending on the level of investment in each apartment). The price of rent is similar to the rental price of public property in localities: Hanoi, Ho Chi Minh City, Da Nang, Bac Ninh; equal to the rental price of level 4 of Hai Phong inner city; Lower than social housing rental investment with non -budget capital and commercial apartments in Hai Phong.
With the above low rental price, many households rent it out to others at a higher rate to benefit from the difference. Therefore, the households' request for the city to continue reducing rental prices is unfounded.
Regarding the recommendations on the stretching of the roadmap for rent to reduce the rental price, Hai Phong City also said that in the plan to calculate the rental price, based on the construction level of each building, the number of years of depreciation, the life of the work as prescribed by law, it is not possible to extend the depreciation year to reduce the rental price. The people's recommendations on this issue also have no basis to consider and settlement.
Regarding the proposal that some households have the right to own houses in old apartment buildings and request to buy new apartments invested and built by the city, the Chairman of the Hai Phong City People's Committee assigned the Department of Construction to direct Hai Phong Housing Management and Trading Company Limited to synthesize cases, review, and propose to report to the City People's Committee for consideration.
In case of arbitrary transfer of the apartment, asking the city to agree to directly rent the apartment, the city does not resolve the petition. At the same time, the order to cancel the decisions for renting houses for households transfer apartments (due to no need to use and profiteering policy) and the recovery of apartments.
The fact that some households are rented but do not have a need to live but arbitrarily sublease at a higher price (about 4-7 million/household) is considered by the Chairman of the City People's Committee to be an act of taking advantage of the policy. Therefore, the city did not resolve the petition for households to arbitrarily re- rent apartments to continue renting apartments.
The city will carry out the procedure to cancel the Housing Rental Decisions for households leasing apartments (due to no need to use them and taking advantage of policies) and carry out apartment recovery.
Regarding the proposal to resolve the rights of people who arbitrarily receive apartment transfers, the city has directed households not to arbitrarily receive illegal transfers of new apartments and has widely informed to avoid people being scammed and taking advantage of policies. However, there are still cases of people deliberately buying, selling, and transferring houses belonging to public assets illegally. This is a civil contract, the city requests the parties to resolve it themselves, in case it cannot be resolved by themselves, they should file a lawsuit with the People's Court according to regulations.
In case of not signing a rental contract or not paying the rent, the City People's Committee shall consider, cancel the decision and revoke the rented apartment. In case, citizens do not hand over the house, the City People's Committee will enforce the recovery of houses so that households living in old apartments have been degraded and other dangerous in the city.
