Implementing the 2026 Law and Ordinance Development Program and the Government's direction, on July 3, the Ministry of Construction organized a workshop to collect comments on the Draft Law on Housing (amended).
The workshop attracted the participation of representatives of ministries, sectors, localities, experts, associations and many large businesses in the real estate sector to complete the draft law in a synchronous, feasible direction, meeting the development requirements of the country in the new period.

Speaking at the workshop, Deputy Minister of Construction Nguyen Van Sinh said that after more than two years of implementation, the 2023 Housing Law has contributed to completing the legal framework, promoting the development of the housing market and ensuring social security.
However, the current development context has changed a lot, especially the implementation of the two-level local government organization model, the arrangement of administrative units along with the promulgation of many new laws such as the 2025 Construction Law, the 2025 Investment Law, requiring the Housing Law to be amended to ensure the unity and synchronization of the legal system.
Reporting at the workshop, Director of the Department of Housing and Real Estate Market Management Hoang Anh Tuan said that the draft Law on Housing (amended) is built in a streamlined direction, only stipulating principled contents, promoting decentralization, delegation of power and administrative procedure reform.
The draft includes 13 chapters, 140 articles, a reduction of 58 articles, equivalent to about 30% compared to the current Housing Law.
One of the notable innovations is the orientation to shift from prioritizing housing development for sale to encouraging the development of rental housing through preferential mechanisms and policies to attract economic sectors to participate in investment.
The draft also completes the policy system for four groups of housing including: commercial housing, rental housing, public housing and policy housing; and at the same time adds some new concepts such as "commercial housing with reasonable prices", "houses for purposes of accommodation" to meet management requirements and market development practices.
In the field of administrative reform, the draft continues to promote decentralization to localities. In the total number of administrative procedures, only one procedure is under the authority of the Ministry level, and the rest is assigned to localities to implement.
The draft also abolishes three administrative procedures that are no longer appropriate, including the procedure for appraising the selling price of social housing, and simplifies 21 other procedures by exploiting data from national databases, contributing to reducing costs, time and improving the efficiency of state management.
For commercial housing types with reasonable prices, experts and representatives of businesses believe that it is necessary to clearly stipulate standards, conditions and technical criteria to create a unified legal basis for localities in the project appraisal and approval process. Many opinions also contributed opinions to clarify the preferential mechanisms for land, investment, and finance to encourage businesses to participate in developing social housing and commercial housing with reasonable prices.
Concluding the workshop, Deputy Minister Nguyen Van Sinh highly appreciated the enthusiastic and responsible opinions of experts, businesses and localities, and affirmed that the Drafting Committee will study and absorb maximum valid comments to continue to improve the draft law.
Deputy Minister Nguyen Van Sinh said that the overarching goal of this amendment is to drastically reduce administrative procedures, eliminate barriers, "ask - give" mechanisms, and create a transparent and open investment environment to unlock resources for housing market development. Strong decentralization to localities will go hand in hand with strengthening accountability and perfecting the framework regulatory system at the central level to ensure unified, effective, and efficient management.
The Ministry of Construction will urgently summarize and complete the draft Law on Housing (amended), submit it to the Government on schedule, towards building a stable, synchronous and modern legal corridor, creating a foundation for the housing market to develop transparently and sustainably, meeting the requirements of socio-economic development in the new period" - Deputy Minister Nguyen Van Sinh emphasized.
