Construction started at the end of 2022, the Tran Quoc Hoan - Cong Hoa connecting road project (Tan Binh district) is more than 4km long with a total investment of more than 4,800 billion VND.
When completed, this route will directly connect Tan Son Nhat T3 station (expected to be operational on April 30, 2025), opening more access to the airport and breaking the monopoly at the entrance on Truong Son street.
This is a completely new route, starting from the Tran Quoc Hoan - Phan Thuc Duyen intersection and ending at the C12 - Cong Hoa - Truong Chinh intersection. The main route is from 25m to 48m wide, including 6 lanes, along with two connecting branches with a scale of 3 to 4 lanes.
The project also builds two underpasses: one at the Tran Quoc Hoan - Phan Thuc Duyen intersection and a 500m long tunnel at the Truong Chinh - Tan Ky Tan Quy intersection.
In front of Tan Son Nhat airport's T3 terminal, a nearly 1 km long overpass with 4 lanes is also under construction.
According to the HCM City Traffic Construction Investment Management Board (investor), the entire project has completed about 78% of the volume.
Some major packages have made significant progress, such as the tunnel package and the road system from the beginning of the route to Thang Long Street, which has reached 98%.
Of which, the underpass at the Tran Quoc Hoan - Phan Thuc Duyen intersection has been open to traffic since August 10, other items are expected to be completed in September.
Some other packages such as the overpass in front of T3 station and the construction of the mid-route road are also progressing well, with completion levels ranging from 65% to 85%.
However, package 13 – related to road construction and expansion of Truong Chinh Street at the end of the route – is being delayed due to unresolved land issues.
Tan Binh District People's Committee needs to promptly hand over the land of 67 households and Military Region 7 needs to manage and hand over the fence of Textile Factory 7. If this is not completed in time, the possibility of completing the project by the end of 2024 will be very difficult.
Because compensation and resettlement for related households have not been completed, the 400 billion VND of land clearance capital this year cannot be disbursed.
Ho Chi Minh City aims to open the entire Tran Quoc Hoan - Cong Hoa road to traffic by December 31, 2024.
To ensure progress, the Traffic Committee proposed that the Ho Chi Minh City People's Committee recommend the Ministry of National Defense direct Military Region 7 to quickly hand over the related land so that the Tan Binh District People's Committee can dismantle and relocate, handing over the site no later than September.
In addition, the People's Committee of Tan Binh District is required to speed up the approval process of the master plan at a scale of 1/500 for the resettlement area, and closely coordinate with the Department of Planning and Architecture to complete the necessary legal procedures. After the plan is approved, the process of land acquisition, compensation and resettlement must be implemented quickly, with the construction site to be handed over in September.
In addition, Tan Binh District People's Committee also needs to speed up the construction of the A41 Canal project to synchronously connect the drainage system with the Tran Quoc Hoan - Cong Hoa connecting road project, ensuring that the road can be opened to traffic on time.
