Underpass at the intersection of Trần Quốc Hoàn - Phan Thúc Duyện has an estimated budget of approximately 200 billion VND, and is part of the Trần Quốc Hoàn - Cộng Hòa road project, which spans 4km. The project was initiated by TPHCM in late 2022 with a total investment of over 4,800 billion VND.
The total length of the underpass is approximately 400m (with a 42m long enclosed section), and is approximately 10m wide. The underpass facilitates traffic flow from Phan Thúc Duyện - Thăng Long - turning left onto Cộng Hòa, instead of converging at the Lăng Cha Cả roundabout as before.
Following the completion of the underpass, the investor and contractor launched a 130-day competition to accelerate construction and open the entire Trần Quốc Hoàn - Cộng Hòa road on December 31, 2024.
This is a new 25m - 48m wide road, with 6 lanes, a speed limit of 50 km/h, and two branch roads with 3 - 4 lanes. In addition to the underpass at the Trần Quốc Hoàn - Phan Thúc Duyện intersection, the route features a nearly 1km long elevated road, with 4 lanes in front of T3 Tan Son Nhat Airport.
According to Mr. Lương Minh Phúc, Director of the TPHCM Department of Investment and Construction of Transportation Projects (investor), the Trần Quốc Hoàn - Cộng Hòa road project is not only a key transportation project but also a project with three new features.
Firstly, the design and route of the project have ensured the protection of many historical relics and cultural works along the route, such as the Cụ Phan Chu Trinh Memorial Area, the Đa Vít Camp in the Tan Son Nhat Airport area, etc.
Secondly, the number of trees and scenery has been increased, particularly the median strip between the road has been designed and constructed as a multi-colored flower bed, contributing to the transformation of this road into a flower road, creating a good impression for visitors and travelers when entering or leaving the Tan Son Nhat Airport gate.
Thirdly, all 34 households that have been fully cleared to serve the project will be relocated to a new area along the new road, with the hope that the people will have better living conditions after relocation.
At the opening ceremony, Prime Minister Phạm Minh Chính stated that the Trần Quốc Hoàn - Cộng Hòa road project is linked to the T3 Tan Son Nhat Airport project. This road facilitates the coordinated and efficient operation of the T3 terminal and reduces the burden on surrounding roads.
He recalled that in December 2022, the Prime Minister mentioned that 12 projects were launched nationwide, including the Trần Quốc Hoàn - Cộng Hòa road project.
"I inspected the land clearance for the T3 terminal, and this road was still a major challenge because it required new land to be cleared. Just over a year later, I am deeply moved to see the underpass open. This is a high level of commitment from the city's authorities and residents." - The Prime Minister praised.
