Gia Lai criticizes a series of localities for relocating people from disaster-stricken areas

Gia Lai criticized many localities in implementing the relocation of people from disaster-stricken areas, and at the same time requested urgent rectification and acceleration of resettlement arrangement.

According to the emergency population arrangement and stabilization plan for disaster-stricken areas, Gia Lai province is implementing emergency relocation in 16 areas, including 13 concentrated projects and 3 interspersed plans, with 1,858 households to be relocated. The total estimated cost is more than 2,108 billion VND.

In which, the eastern area of the province has 9 areas, including 7 concentrated projects and 2 interspersed options, with 905 households, total estimated cost of more than 1,233 billion VND. The western area has 7 areas, including 6 concentrated projects and 1 interspersed option, with 953 households, total estimated cost of more than 875 billion VND.

The goal of the plan is to take people out of dangerous areas, ensuring safety of life, property and long-term stable housing. The province strives to complete all technical infrastructure and essential social infrastructure in residential areas before March 31.

Regarding the implementation progress, projects and plans have had positive changes, many difficulties and obstacles have been gradually removed. However, the overall progress is still slow compared to the province's requirements.

Gia Lai Provincial People's Committee criticized the People's Committees of An Hoa, De Gi, Cat Tien, Uar, Ia Dreh, Ia Hiao communes and Quy Nhon Dong ward for not strictly complying with directives and not implementing the reporting regime as prescribed.

Some localities have also been reminded due to lack of decisiveness in implementation, not firmly grasping policies, leading to confusion and slow handling of arising problems.

The province requests localities and units to fully implement the periodic reporting regime, closely follow each project and plan; clearly update progress, disbursement rate, implementation volume, problems and recommendations, proposals.

Regarding compensation, relocation and resettlement arrangement, localities must urgently complete inventory, prepare and approve compensation and support plans; clearly identify the number of households, recovered area, and relocation time to ensure progress.

The lottery for land plots must be organized publicly and transparently. Localities need to accelerate construction and hand over houses in batches, not allowing infrastructure to be completed but people have not moved in, causing waste.

The province also agreed to allow people to proactively build houses when they meet the conditions. However, houses must ensure technical standards, safety and disaster resistance. Support funds will only be disbursed after the project starts, the foundation is completed and the actual volume is confirmed.

According to the roadmap, households in the very high-risk group will be arranged for resettlement to be completed in 2026. The remaining households will be completed before 2030, depending on the ability to mobilize and balance resources.

Population arrangement is implemented flexibly according to each area. The province prioritizes relocation first for households living in emergency areas, with a very high risk of landslides, flash floods, deep flooding, subsidence or having been directly and seriously affected by natural disasters, no longer ensuring safety conditions.

After that, continue to relocate according to the roadmap for households in high-risk areas to proactively prevent, minimize damage and limit passive relocation when natural disasters occur.

After settling in a new place, people are supported with vocational training, production technical guidance, loan support, crop and livestock conversion, job connection and other livelihood policies to ensure long-term stability and reduce the risk of re-poverty...
