Many projects are stalled due to land clearance problems
One of the typical projects that has been stalled due to land clearance problems is the Road and the overpass of the central railway in Dong Hoi city. Started in October 2022, this project was expected to solve inner-city traffic congestion, but after more than two years, the project has only built bridge piers. The main reason is that many households have not yet accepted the compensation plan, despite repeated efforts by local authorities.
Similarly, the Coastal Road and Nhat Le 3 bridge projects are also facing difficulties when the implementation value has only reached about 50%. The biggest problems are compensation, resettlement support, relocation of technical infrastructure and land disputes. Without drastic measures, these projects are at risk of continuing to be behind schedule, affecting the disbursement of public investment capital.
To resolve the above situation, the People's Committee of Quang Binh province has requested the Department of Construction to closely coordinate with the People's Committee of Dong Hoi City, the Land Fund Development Center and related units to speed up the work of counting, measuring and making compensation plans. For households that deliberately do not cooperate, the province assigned the Land Fund Development Center to complete the required enforcement counting dossier in accordance with the law.
The province also agreed on the policy of adjusting compensation and resettlement support prices to suit reality, avoiding prolonged complaints. For households with houses close to the land clearance milestone, the Provincial People's Committee allows maximum support of 100% of the compensation level for people to relocate conveniently.
In addition to administrative measures, Quang Binh also focuses on propaganda and mobilization so that people clearly understand the benefits of projects and the benefits of handing over the site early. Localities will organize meetings with people, specifically explain compensation and resettlement support policies to create consensus in the community.
Ensuring progress, avoiding waste of capital
With the determination to complete key projects on schedule, the Provincial People's Committee requires relevant units to organize regular meetings to review site clearance work, and at the same time prepare enforcement plans if necessary.
Vice Chairman of the Provincial People's Committee Doan Ngoc Lam emphasized that if enforcement has been carried out, it must be done thoroughly, not allowing the prolonged situation to affect the overall progress of the entire project.
The Vice Chairman of the People's Committee of Quang Binh province said that site clearance is not only the responsibility of the government but also requires cooperation from the people, ready to listen to the legitimate opinions and aspirations of households to have appropriate support plans. However, cases of intentional delay and non-cooperation will have to apply enforcement measures in accordance with the provisions of law.
The Vice Chairman of the Provincial People's Committee also requested relevant units to proactively propose flexible solutions to handle each specific case, avoiding further prolongation of the situation.
Major transport infrastructure projects such as railway overpasses, coastal roads and Nhat Le 3 bridge are all important to the socio-economic development of Quang Binh. Accelerating site clearance not only helps ensure project progress but also contributes to the effective use of public investment capital, promoting infrastructure development and improving the quality of life of people.
