At the working conference between Ung Hoa Commune People's Committee, Base 20 Tax Department (Hanoi City) and Hanoi Land Registration Office - Ung Hoa Branch on July 30, Hanoi Land Registration Office - Ung Hoa Branch said that the unit is currently managing 383 Certificates of Land Use Rights issued from the VLAP Project (Project to Complete and Modernize Vietnam's Land Management System), phase 2013 - 2014, but has not been awarded to land users because households and individuals have not fulfilled their financial obligations.
In which, the old Minh Duc commune had 90 cases; the old Kim Duong commune had 169 cases; the old Hoa Lam commune had 99 cases; the old Tram Long commune had 1 case; the old Trung Tu commune had 12 cases and the old Dong Lo commune had 12 cases.
The report shows that in 2014, the VLAP Project measured 6,308 agricultural land plots of households in the two old villages of Kim Giang and Giang Trieu.
However, in the period 2015 - 2016, the locality implemented land consolidation and exchange, measured and re-made cadastral maps, reducing to 2,650 agricultural land plots. The old Dong Dinh village did not implement land consolidation and exchange, so it still maintained the 2014 cadastral map.
According to the list provided by the land registration office, Dai Cuong village currently has 5,302 land plots that need data cleaning, including 361 residential land plots and 4,941 agricultural land plots.
As of July 28, 2026, the system has scanned 763 plots, reaching 14.39%; however, in reality, the locality has completed the review of 4,932 plots, equivalent to about 93%.
The reason for the low data scanning rate is that the data provided is still based on the 2014 cadastral map, while most of the agricultural land area has been consolidated and exchanged, measured and reissued according to the 2015-2016 cadastral map. In addition, some households are working far away, so they cannot collect complete records, affecting the progress of data updates.
To remove difficulties related to land, Mr. Nguyen Duc Binh - Deputy Secretary of the Party Committee, Chairman of Ung Hoa Commune People's Committee requested the Economic Department to urgently review and accurately determine the total number of land plots that need to be cleaned of data in the area, ensuring uniform data between units.
At the same time, the Commune People's Committee added 5 officials to coordinate with the Hanoi Land Registration Office - Ung Hoa Branch to support data integration and updates, determined to complete the 45-day Campaign on schedule, contributing to building a synchronous and accurate land database, effectively serving state management and resolving administrative procedures for people.
