After many years of stagnation, the old apartment building 51 Huynh Thuc Khang (Hanoi) has been started for renovation and reconstruction.

On July 4, Bach Khoa Investment and Development Joint Stock Company solemnly held the groundbreaking ceremony for the project to invest in renovating and rebuilding apartment buildings at land plot No. 51 Huynh Thuc Khang street, Lang ward, Hanoi city.

This is one of the important projects in the program to renovate and rebuild old apartment buildings in the Capital, contributing to realizing the policy of the Party, State and Hanoi city on urban embellishment and improving the quality of life of the people.

Apartment building No. 51 Huynh Thuc Khang was built many years ago, and has now deteriorated, no longer meeting the requirements for living conditions, project safety as well as technical infrastructure. After a long period of preparation, completing investment procedures and receiving the consensus of the people, the project was officially implemented.

The project is built on a land area of over 1,200m2, with a scale of 13 above-ground floors, 1 technical attic and 05 basements. After completion, the project will arrange 42 resettlement apartments with a total area of about 1,767m2, and will also be synchronously invested in technical infrastructure, elevators, fire prevention and fighting, parking lots and utilities serving community activities.

According to the plan, the project will be constructed immediately after the groundbreaking ceremony and is expected to be completed and handed over for use in the fourth quarter of 2027.

One of the highlights of the project is receiving very high consensus from households.

By the time of commencement, 100% of households had agreed on compensation, support, resettlement plans and completed the handover of land, creating favorable conditions for the project to be implemented on schedule.

This result is proof of the close coordination process between local authorities, investors and people in publicizing information, direct dialogue, and promptly resolving petitions, ensuring harmony of legitimate rights and interests of all parties.

Speaking at the groundbreaking ceremony, Mr. Ha Phu Binh, Vice Chairman of Lang Ward People's Committee affirmed that the project's groundbreaking today is the result of the attention and direction of the City Party Committee, Hanoi City People's Committee, the active coordination of departments, sectors, investors and especially the consensus of households.

Ward leaders said that after the two-level local government model officially went into operation, the grassroots government apparatus was organized in a streamlined, unified direction and improved proactiveness in resolving tasks directly related to people.

For the 51 Huynh Thuc Khang apartment renovation project, Lang ward has proactively coordinated with specialized agencies of the city, investors and related units to focus on removing difficulties and obstacles in the project implementation process; and at the same time strengthen contact and direct dialogue with households, fully answering questions that are still concerned about compensation, support and resettlement policies.

Promoting the role of local government in the new model has contributed to shortening the processing time of administrative procedures, improving the efficiency of coordination between agencies, creating unity in the implementation process and strengthening people's trust in the city's policy of renovating old apartment buildings.

Leaders of Lang ward also emphasized that the initial success of the project will be a premise for the locality to continue to effectively implement urban embellishment programs, renovate old apartment buildings, contributing to building Lang ward to become increasingly civilized and modern, meeting the development requirements of the Capital in the new period.

Representatives of Bach Khoa Investment and Development Joint Stock Company affirmed that they will mobilize maximum financial resources, human resources and equipment to implement the project according to the committed schedule.

The investor will closely coordinate with consulting units, contractors and local authorities to organize safe, quality construction, in accordance with technical standards, strictly comply with regulations on environmental protection, labor safety and minimize the impact on the lives of people in the surrounding area throughout the construction process.

The goal of the project is not only to complete a new construction project, but also to create a modern and sustainable living environment, contributing to improving the quality of life of people and creating highlights in urban renovation and embellishment of Hanoi city.
