According to the reporter of Lao Dong Newspaper on September 8, the site clearance unit of Thuong Cat Ward (Hanoi City) is continuing to carry out procedures to clear the site at the Hanoi High-Tech Biosphere Project.
Mr. Nguyen Van Be (71 years old) - a household affected by the Hanoi Biotechnology High-Tech Park Project - shared: "My family has more than 1,600m2 of agricultural land in the project planning. Currently, the site clearance unit has measured the land area and inventoried assets on the land.
My most urgent wish is that the competent authorities will soon clearly announce the compensation and support plan for livelihood conversion. At this age, we no longer have the ability to learn a new job or work as workers, so we really need a specific support plan to stabilize our lives after our land is reclaimed".

Regarding the above issue, Mr. Cao Ngoc Hanh - Head of the Economic - Infrastructure - Urban Affairs Department (Thuong Cat Ward People's Committee) - said that the Hanoi High-Tech Biosphere Project is located in the area, affecting 2,325 households and organizations, with a total area of over 199 hectares.
Previously, the People's Committee of Tu Liem district had cleared more than 62 hectares of land. From July 1, 2025, when the local government implements the 2-level model, the remaining area of about 137 hectares will be under the authority of the People's Committee of Thuong Cat Ward. Currently, the ward is conducting investigation, survey, measurement, and inventory of the area recovered in the project, in order to develop a compensation, support, and resettlement plan; then, a decision will be issued to reclaim land for households and related organizations.
Mr. Hanh added that during the site clearance implementation, the Hanoi Biotechnology High-Tech Park project encountered many difficulties. Although the local government has coordinated with relevant units to organize many meetings with people with land subject to recovery to mobilize, propagate and disseminate information about the project, as well as State regulations on compensation, support and resettlement policies. However, some households have not yet complied. Therefore, the local government organized forced enforcement and forced counting of about 36 households on the morning of September 8, 2025.

According to Mr. Hanh, in the coming time, the People's Committee of Thuong Cat Ward will speed up the progress, complete the procedures for approving the compensation, support and resettlement plan for public posting. At the same time, the ward will implement land recovery for households and organizations affected by the project.
"We strive to complete the land acquisition and hand over a clean site with an area of about 10 hectares (the area adjacent to Tay Thang Long road) to the investor to implement the project in October 2025. In addition, by December 31, 2025, the remaining area will be basically completed to hand over to the investor, said Mr. Hanh.
The Hanoi High-Tech Biotechnology Park project was approved by the Prime Minister in Official Dispatch No. 612/TTg-QHQT dated May 17, 2007; first granted an investment certificate by the Hanoi People's Committee on March 12, 2008. This project has a total investment of VND 7,400 billion, with a land use scale of more than 199 hectares located in Thuong Cat ward (Hanoi) invested by Pacific Land Vietnam Co., Ltd.
The Hanoi High-Tech Biotechnology Park project is slow to implement, with many reasons such as after adjusting the administrative boundaries of Hanoi City (from August 1, 2008), projects in the city, including the Hanoi High-Tech Biot relocation Project, have to wait for the review of the general planning of the Capital and the approved Urban Zoning Plan.
Along with that, during the implementation process, there were a number of changes and lack of consistency in related legal regulations (Law on Public Investment, Land Law, ...) that affected the project implementation progress. After being led by the leaders of Hanoi City, there were many instructions, urging, and removing difficulties to speed up the progress.
Up to now, this project has basically removed difficulties and obstacles in terms of legal basis and mechanisms for continued implementation.
