Hanoi - After 17 years since its approval, up to now, the Hanoi Biotechnology High-Tech Park Project is still just a place to grow vegetables.

At the recent working session on the progress of the implementation of the Hanoi High-Tech Biotechnology Project, Chairman of the Hanoi People's Committee Tran Sy Thanh requested Bac Tu Liem district and related units to complete site clearance and start construction of the Hanoi High-Tech Biotechnology Park before September 2, 2025.

This is a project that has been slow to be implemented for a long time, removing obstacles and speeding up the projects progress is an urgent requirement - Chairman of Hanoi Peoples Committee Mr. Tran Sy Thanh emphasized.

According to Lao Dong on February 23, the land for project implementation is still a place for people to grow crops, and no items have been implemented yet.

Mr. Nguyen Gia Manh (Phuc Ly Street, Minh Khai Ward, Bac Tu Liem District, Hanoi) said that a few days ago, he and many households attended a meeting to announce the compensation level for project implementation.

"My family has 2 sao of land and is informed of a compensation level of about 620 million VND/ sao (excluding compensation for trees). It is expected that in June 2025, the local government will proceed to reclaim the land. We will continue to grow vegetables until then" - Mr. Manh said.

The Hanoi High-Tech Biotechnology Park project was approved by the Prime Minister in Official Dispatch No. 612/TTg -QHQT dated May 17, 2007; first granted an investment certificate by the Hanoi People's Committee on March 12, 2008.

The project is implemented in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue 2 wards (Bac Tu Liem district) with a total land area of about 199.03 hectares invested by Pacific Land Vietnam Co., Ltd. The project is expected to have a total investment of more than 1 billion USD.

The project's slow implementation has many reasons such as after adjusting the administrative boundaries of Hanoi City (from August 1, 2008), projects in the city, including the Hanoi High-Tech Biosphere Project, have to wait for the approval of the General Planning of the Capital and the Urban Zoning Plan. Along with that, during the implementation process, there were a number of changes and lack of consistency in related legal regulations (Investment Law, Land Law, Urban Planning Law, Construction Law...) that affected the project's progress.

From 2021 to present, the leaders of Hanoi City have issued many instructions, urged, and removed difficulties to speed up the project implementation progress: Directing to remove difficulties in the work of establishing the Hanoi Biocentracy Construction Zoning Plan, scale 1/2000; Project to establish Hanoi High-Tech Park for Biocentralization; refunding site clearance fees for the amount of state capital and continuing to provide site clearance capital; adjusting project implementation progress and site clearance work...

Up to now, the project has basically removed difficulties and obstacles in terms of legal basis and mechanisms for continued implementation in the coming time.
