The Hanoi Department of Agriculture and Environment has just issued an Official Letter responding to information related to the lack of cadastral maps in Minh Tan village, Kim Anh commune, after being reported by Lao Dong Newspaper.
According to the document, the Hanoi Department of Agriculture and Environment said it had received information in the article: "Without a cadastral map, Hanoi people are tired of waiting for a red book" published in Lao Dong electronic newspaper, including the content of Minh Tan village, Kim Anh commune, which has not yet had a cadastral map, leading to many years of not being able to implement some projects in the area.
The lack of maps also makes land management difficult, especially the situation of forest land encroaching on residential land of many households.
After reviewing and working with the representative of Kim Anh Commune People's Committee on December 12, 2025, the Department of Agriculture and Environment gave the following opinion:
Regarding the map in Minh Tan village, there is currently a cadastral map No. 1, scale 1/1000 measured in 1993, with 15 plots of land belonging to Team 4 of Minh Tan village; The 2008 Environmental Protection Forest Planning Map of Minh Tri commune (old) was approved by the City People's Committee in Decision No. 2100/QD-UBND dated May 29, 2008; Forest inventory map in 2015; Measurement map according to the project to build a comprehensive cadastral records system and land management database of Hanoi city invested by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) measured in 2016, including 36 layers of maps (from map sheet No. 28 to map sheet No. 63).
Thus, in Minh Tan village, there are full maps to serve the State management of land (36 maps), however, most of the land area of Minh Tan village is included in the 2008 Environmental Protection Forest Planning of Minh Tri commune (old) approved by the City People's Committee in Decision No. 2100/QD-UBND dated May 29, 2008.
The project to build a comprehensive cadastral records system and land management database of Hanoi city was approved by the City People's Committee in Decision No. 6264/QD-UBND dated November 27, 2014, approved to adjust the project implementation time in Decision No. 905/QD-UBND dated February 19, 2024 and issued Plan No. 197/KH-UBND dated June 28, 2024, accordingly the project will end in 2025.
As early as 2020, after basically completing the outdoor work, the work of establishing maps and acceptance work was carried out at the same time, handing over the entire cadastral map file of the outdoor stage to districts, towns and cities.
This is to serve the work of land management and the Land Registration Office System has put into use the cadastral map source for the foreign and internal business stages in operation and operation to serve the activities of land registration and registration of changes and is regularly reviewed and updated when implementing administrative procedures related to land in the entire commune-level area of the project.
Implementing the two-level government, on July 30, 2025, the Department of Agriculture and Environment handed over the entire cadastral map of the Project (digital file) to the People's Committees of newly established communes and wards in Hanoi to serve land management in the area;
At the same time, to review, check product quality, promptly edit and update the database (in which, 82 maps of Minh Tri commune (before the merger) were handed over to Kim Anh commune People's Committee (before the merger), including 38 maps from map sheet No. 28 to map sheet No. 65 of Minh Tan village).
On August 1, 2025, the Department of Agriculture and Environment issued Document No. 5126 to the People's Committees of communes and wards on coordination in the management and construction of land databases in Hanoi, including the following contents:
"3. Manage and use documents and maps (the Department of Agriculture and Environment hands over file No. 30/7/2025) according to current regulations; regularly check, have feedback on monthly products and coordinate with the Hanoi Land Registration Office to review and agree. The Hanoi Land Registration Office is responsible for urging, editing, completing, and fully updating the city's land database.
Closely coordinate with relevant units in the process of completing cadastral maps, declaring and registering for Certificates and building databases in the area".
Previously, Lao Dong Newspaper reflected the opinion of voters in Kim Anh Commune, Hanoi City on: Minh Tan Village still does not have a cadastral map, leading to many years of not being able to implement some projects in the area. The lack of maps also makes land management difficult, especially the situation of forest land mixed with residential land of many households.
Voters requested the Hanoi People's Committee to promptly direct the separation of forest land from residential land, and at the same time consider granting Land Use Rights Certificates (red books) to households that have used land stably and for a long time.
In addition, voters also recommended that the City pay attention to, upgrade and renovate the power grid system in Minh Tan village to ensure safety and meet the living needs of the people.
