Hanoi accelerates site clearance for Phu Do regulating lake project - an emergency project to reduce flooding in the western area of the Capital.

Phu Do regulating lake is one of 10 urgent projects approved by the Hanoi People's Committee to solve the prolonged flooding situation in the western area of the Capital.

The project has a total investment of about 800 billion VND, a large scale with a water surface area of 31.5ha, a total construction land area of 33.71ha. The city identifies this as an urgent project, which needs to prioritize resources and minimize procedures to improve drainage efficiency, in the context that the area is often deeply flooded after heavy rains.

Clearly defining the role of the project, Tu Liem ward has focused on implementing site clearance (GPMB) work with a drastic and synchronous spirit. The goal is to hand over "clean ground" before the 2026 rainy season, creating conditions for the construction of urgent items; the progress of the entire project must be completed in the fourth quarter of 2026 as required by Hanoi City.

Immediately after the Hanoi City People's Committee issued Decision No. 6076/QD-UBND dated December 7, 2025 on the construction of an emergency project for the "Investment in the construction of Phu Do regulating lake, Tu Liem ward" and the Hanoi City Technical and Agricultural Infrastructure Construction Investment Project Management Board issued Document No. 2131/BQLHTKT&NN-MT dated December 9, 2025, the Tu Liem Ward People's Committee urgently implemented the site clearance steps according to the correct procedure.

To ensure progress, Tu Liem Ward People's Committee has established specialized working groups, arranged citizen reception points, and assigned officials to directly guide and explain compensation and support policies according to regulations. At the same time, the locality organized counting and reviewing nearly 20ha of land subject to recovery, involving more than 260 households with agricultural land and about 140 households with works on land.

To date, over 18ha of land has been recovered, of which about 9ha of "clean ground" has been handed over to the construction unit.

According to Mr. Le Viet Bac Anh - Vice Chairman of Tu Liem Ward People's Committee, the project is identified as a key political task. The ward has mobilized the entire political system to participate, strengthened dialogue and propaganda to help people understand the long-term benefits of the project. "The locality's point of view is to do it in accordance with regulations, do it with sufficient regimes, do it quickly but always ensure the legitimate rights of the people," Mr. Bac Anh emphasized.

As one of the households that handed over land early, Mr. Nguyen Huy Khoi (Tan My residential group, Tu Liem ward) said that his family has agreed on a compensation plan and signed a handover record of nearly 3,000m2 of agricultural land. According to Mr. Khoi, people support the State's policy, and at the same time hope that the government will continue to have policies to support and create stable livelihoods for households whose land is recovered.

Many households in TDP 15 Tan My also believe that the early implementation of the project will end the situation of abandoned land, corrugated iron, which poses a potential safety risk. When the regulating lake is completed, the area will not only reduce flooding but also form an ecological space, a spacious and beautiful urban landscape.

Representatives of Tu Liem Ward People's Committee said that this is an urgent project, so the locality is actively proposing to all levels to consider applying a special mechanism on compensation and support. It is expected that the compensation plan will be developed and made public so that people can grasp information before the Lunar New Year holiday.

Representatives of the Tu Liem Ward Investment - Infrastructure Project Management Board said that when completed, Phu Do regulating lake will play an important role in reducing drainage pressure for major traffic axes, adding green space, improving the living environment, contributing to urban embellishment and improving the quality of life of people in the western area of the Capital. "The consensus of the people has made an important contribution to accelerating the site clearance progress, ensuring the overall efficiency of the project," the representative said.
