On the afternoon of January 17, Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc worked with the Party Committee of the Hanoi Department of Construction on the key and urgent tasks of the sector in the coming period. In which, the Secretary of the City Party Committee emphasized the request that the Hanoi Department of Construction must find every way to remove prolonged "blockages", especially the urban waterlogging situation, and resolutely not back down in the implementation process.
Reporting at the working session, Director of the Department of Construction Mr. Nguyen Phi Thuong said that in 2025, the Department advised the city to implement 4 specialized planning projects including transportation; drainage and ground elevation; water supply; underground space. Along with that are 5 major projects on localized flood control, traffic congestion reduction, green park development, building materials...

Hanoi City has established a Steering Committee to handle 5 bottlenecks, maintained weekly counting meetings and issued 13 urgent construction orders. Among these, there are 10 drainage works to prevent flooding, 2 traffic congestion treatment works and 1 project serving task A80.
In the past year, the Construction sector also advised the Hanoi People's Committee on many important contents such as the overall urban railway system, resettlement housing fund, static traffic, river overpass, park - flower garden and urban drainage system. Many large projects have been implemented synchronously, typically completing the initial stage of treating and cleaning the To Lich River water and putting the Yen Xa Wastewater Treatment Plant into operation; starting construction of 7 large bridges over the Red River; deploying urban railway lines No. 2 and No. 5; the Red River Landscape Avenue project; Olympic sports urban area; the route connecting Gia Binh airport; component project 3 of Ring Road 4.
In the field of housing, the Department of Construction has advised on the implementation of social housing projects, aiming for the target of about 120,000 units in the period 2026-2030. In 2025 alone, Hanoi City completed about 7.115 million m2 of housing floor space, of which commercial housing reached 6.36 million m2; social housing completed more than 5,100 units at 6 projects.
Traffic organization work continues to be promoted. In 2025, the city handled 9/38 traffic congestion points, dismantled 14/26 barrier positions, completed all 17 traffic organization projects according to plan; and reviewed 266 intersections at risk of congestion. Hanoi also issued regulations restricting trucks and container trucks on Ring Road 3 during peak hours.

Stepping into 2026, the Department of Construction builds a work program with 216 tasks, 9 key targets, focusing on 3 major groups of issues: concretizing the Overall Planning of the Capital with a 100-year vision; perfecting the institution through amending Resolution 15 of the Politburo and the Capital Law; establishing a new growth model with the goal of double-digit growth. The sector will accelerate the completion of 4 specialized planning projects, 5 large projects; in January 2026 submit 2 projects on building materials and green trees; complete the housing development program for the period 2026-2030 and coordinate the implementation of 8 urban areas serving urban reconstruction, each area with a scale of over 100ha.
Concluding the working session, Hanoi Party Secretary Nguyen Duy Ngoc acknowledged and praised the results achieved by the Construction sector in the past time, especially in coordinating to solve traffic congestion, implement key infrastructure projects, participate in building the Capital Master Plan and amending the Capital Law.
Secretary of the City Party Committee emphasized the guiding spirit of General Secretary To Lam in Conclusion No. 491-TB/VPTU: traffic congestion, environmental pollution, flooding, urban order, and food safety must be identified as key political tasks, and must be resolutely resolved, creating clear changes for people to feel in daily life.
According to the Secretary of the City Party Committee, the handling of bottlenecks must be placed in a long-term vision, associated with the 100-year master plan of the Capital. Urban development needs to ensure new standards, synchronous technical infrastructure, creating livelihoods and sustainable development, and not repeating old inadequacies.
Regarding the urban flooding problem, the Secretary of the City Party Committee requested the Department of Construction to review the entire flow system, reservoirs, and drainage network; develop clear standards and technical norms to effectively operate existing works, and at the same time study the construction of Hanoi's flood control "sa ban" as a basis for supplementing planning, which can be piloted in the most complex areas.
Emphasizing the responsibility of the agencies assigned tasks, Hanoi Party Secretary affirmed: once empowered, it is necessary to find every way to solve the work to the end, remove obstacles, resolutely not back down; and at the same time promote the application of science and technology, digital transformation to modernize urban management, meeting the development requirements of the Capital in the new period.
