On October 30, the Hanoi People's Committee issued a document responding to people's complaints regarding the delay in issuing the Certificate of home ownership (also known as the pink book) at Building B29, Lane 144 - Hanoi College of Mechanical Engineering Collective Housing (Mai Dich Street, Mai Dich Ward).
Building B29, Lane 144 - Hanoi College of Mechanical Engineering - Mai Dich Ward, managed by Hanoi Housing Management and Development Company Limited, has a total of 60 households, of which 11 households have been granted a certificate of house ownership; 22 households have fully completed the procedures to apply for a Certificate of house ownership and have fulfilled their financial obligations.
However, up to now, 22 households have not been granted Certificates. The households requested the Hanoi People's Committee to direct the inspection and review of the reasons for the delay in granting Certificates; publicize and be transparent about the progress and implementation plan; promptly issue Certificates to residents in accordance with regulations.
The Hanoi People's Committee said that the dossier requesting a Certificate for Building B29, Lane 144 - Hanoi College of Mechanical and Electrical Engineering Complex managed by Hanoi Housing Management and Development Company Limited under the purchase of old houses has been responded to by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) in Official Dispatch No. 10328/STNMT-DKTKDDD dated December 23, 2024.
The Hanoi Land Registration Office checks on the application received software system, and has not yet received any documents from citizens requesting a Certificate at Building B29, Lane 144 - Hanoi College of Electrical and Electronic Complex submitted to the Hanoi Land Registration Office.
According to the provisions of the 2024 Land Law effective from August 1, 2024: the authority to issue Certificates to households and individuals under the district People's Committee (Clause 1, Article 136 of the 2024 Land Law).
Point h Clause 1 Article 5 Decree 151/ND-CP dated June 12, 2025 of the Government regulating the authority of the People's Committee at the district level according to the provisions of the Land Law transferred to the Chairman of the People's Committee at the commune level to implement "h) Issuance of Certificate of land use rights and ownership of assets attached to land as prescribed in Point b, Clause 1, Article 136 and Point d, Clause 2, Article 142 of the Land Law;
Part II of "Part C. ORDER AND PROCEDURES FOR REGISTRATION OF LAND AND LAND-ATTACHED ASSETS" Appendix I issued together with Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government on: "Order and procedures for registering land and land-attached assets for the first time for individuals, communities and households currently using land use" stipulates that the commune-level People's Committee organizes its implementation.
Following the List of internal procedures for handling administrative procedures in the field of land under the State management scope of the Hanoi Department of Agriculture and Environment issued under Decision No. 1077/QD-TTPVHCC dated July 17, 2025, procedure No. 10, category B: "Registering land, assets attached to land, issuing Certificates of land use rights, ownership of assets attached to land for the first time for individuals, communities, households, and people of Vietnamese origin residing abroad".
The Hanoi People's Committee assigned the Public Administration Service Center to guide citizens to comply with regulations. Citizens are requested to contact the Public Administration Service Center - Branch No. 2 to submit documents according to regulations.
