The project to invest in the construction of the Lao Cai - Hanoi - Hai Phong railway section passing through Hai Phong city has a total length of 89.88 km and 2 branch lines of about 20.57 km; passing through 21 communes, wards, and special zones, with a preliminary total investment of about 11,218 billion VND.
From June 3, 2026 to July 15, 2026, the Railway Project Management Board handed over dossiers and site clearance piles (on the ground) for the route and stations to 21 localities. To date, communes and wards in the western area have cleared an area of 285,654.7/1,559,100.2 m2. Eastern localities have cleared an area of 419,291.7/2,723,308.2 m2.
However, site clearance work still faces some difficulties and obstacles. The slow change of the route plan, station location, and handover of the official boundary markers of the project has led to the slow implementation of some localities or the implementation of inventory, planning, and payment of compensation and support money, but it must be adjusted accordingly. Small, interspersed areas outside the project are relatively large, especially in Gia Loc commune (7.12 ha)...
In addition, in many cases, the land use process still has violations (planting trees on land for improper purposes, on land leased by the Commune People's Committee that has expired the contract without extension, arbitrarily changing the purpose of use...) but current regulations do not have support mechanisms, so people do not agree. Some new cemeteries that have not been completed pose a risk of delay in progress, affecting the relocation of graves.

Speaking at the working session, Vice Chairman of the City People's Committee Le Trung Kien emphasized that this is a key national project, requiring localities to identify site clearance as the key task of the third quarter of 2026, determined to complete it so that Hai Phong is the leading locality in handing over the site to implement the project. The deadline for completing site clearance for agricultural land is August 2026, for residential land and other types of land is September 2026.
The Vice Chairman of the City People's Committee also requested the Project Management Boards to definitively resolve resettlement areas in September 2026, paying attention to ensuring electricity, water, and infrastructure conditions so that people can soon build houses after receiving handover.
Previously, at the meeting to listen to the report on site clearance for the project section passing through the eastern area, Vice Chairman of Hai Phong City People's Committee Le Trung Kien also requested the Railway Project Management Board to finalize the list of site clearance for localities; report to city leaders the map of the must be recovered route, cross-sections of stations. Localities after site clearance must hand over boundary markers to the Railway Project Management Board to be ready for construction according to plan.
