According to the Department of Education and Training, the arrangement of principals and vice principals after arranging educational institutions is oriented based on 6 groups of criteria.
The first criteria focus on political qualities, ethics, prestige and the ability to gather collectives. The personnel being considered must meet the standards of political qualities, ethics, lifestyle; not within the time limit for disciplinary action or in cases of implementing regulations related to discipline.
Management officials must have good professional ethics, honesty, integrity, impartiality, and objectivity; have a sense of responsibility, organizational discipline, and standard communication with the school staff, parents, and students.
The criteria also set requirements for the ability to build internal solidarity, no factionalism, localism; create unity and promote collective strength. Principals and Vice Principals must be reputable people, have a positive influence in innovating school leadership and governance and be trusted by superiors, assigned many important tasks.
Regarding leadership and management capacity, the Department of Education and Training requires principals and vice-principals to be able to issue policies, guidelines, orientations and influence, define visions and goals, inspire, build trust and lead the joint implementation of goals. Along with that, organize, manage, plan, assign work, use resources, inspect, evaluate and adjust activities to achieve results.
Management staff need to have the ability to forecast and promptly identify "bottlenecks", difficulties, and obstacles at the unit to propose solutions to remove them; have modern management thinking and specific products and achievements recognized by superiors.
Management officials of educational institutions also need the ability to gather and unite staff; well implement democracy regulations; listen to, dialogue and promptly resolve conflicts and arising recommendations; the ability to coordinate with Party committees, local authorities, educational management agencies, parents and related organizations.
The results of task performance in the last 3 years are also included in the group of criteria for consideration, including the results of annual standard evaluation of principals and vice principals; the results of evaluation and ranking of the quality of officials and employees; the results of emulation, commendation and achievements of the school collective where personnel worked before arrangement.
Personal achievements are evaluated according to titles from highest to lowest, including the Labor Medal, the title of People's Teacher, Meritorious Teacher, National Emulation Soldier; certificates of merit from the Prime Minister; titles and certificates of merit at the city level and other forms of commendation.
People who have actively innovated school governance methods, professional management in the past 3 years, and have made outstanding achievements in improving the quality of the teaching staff, the quality of mass and specialized education for students are also considered.
For collective achievements, the priority order includes collectives that excellently complete tasks, well complete tasks, complete tasks and do not complete tasks; in which priority is given to collectives with higher achievements according to the reward system prescribed.
Regarding professional qualifications and management, personnel must meet the requirements of job positions, positions appointed in terms of diplomas, professional certificates and political theory.
For management qualifications, priority is given to people with certificates of education management training, department-level leadership management training; priority is given to people with higher qualifications such as university, master's, doctorate in education management, public administration or appropriate majors.
Selected officials also need to have knowledge of school governance, team management, finance, assets, expertise and quality of education. The arrangement of personnel also takes into account the age appropriate to the structure, health and planning of officials.
The Department aims to strive for a 3-age structure to ensure inheritance and create a source of cadres when necessary for supplementation and replacement. Those who are approved for planning by competent authorities in higher positions are also prioritized for consideration.
