On September 19, the Department of Construction of Hai Phong City announced that it had just issued Notice 4838/KL-SXD informing that old apartment buildings with level D danger in the city are no longer safe enough to continue to be used.
Accordingly, in 2016 - 2017, the Department of Construction of Hai Phong City organized quality inspection of 178 old apartment buildings in the city. According to the results of the inspection of old apartment buildings, consulting units determined that there were 97 apartment buildings with level D danger (the level where the load-bearing capacity of the load-bearing structure could not meet the requirements of normal use, the house appeared in a state of overall danger). On that basis, the Department of Construction issued conclusions on the quality inspection of old apartment buildings in the city.
Currently, after 7-8 years of continued use, these buildings have not been repaired or maintained, and have been seriously affected and damaged by the consequences of Storm No. 3 (Storm Yagi), so these apartment buildings are currently particularly dangerous. In particular, according to the results of a quick survey and inspection after the storm, the two old apartment buildings A7 and A8 in Van My ward, Ngo Quyen district have tilted and sunk, no longer meeting the safety conditions for continued use.
The Department of Construction determined that two old apartment buildings A7 and A8 in Van My ward, Ngo Quyen district no longer meet safety conditions for continued use.
According to the People's Committee of Ngo Quyen District, before storm No. 3 made landfall in Hai Phong, local authorities mobilized forces to mobilize and support people living in apartment buildings A7 and A8 to move and temporarily take shelter in other safe locations in the area to avoid the storm.
After storm No. 3, the 5-story apartment building A7 Van My (Ngo Quyen district) appeared tilted, at risk of collapsing and dragging the entire 5-story building A8 behind it.
Faced with the extremely dangerous situation, Ngo Quyen District and the Department of Construction of Hai Phong proposed to relocate and was approved by the People's Committee of Hai Phong City to relocate and urgently arrange for 200 households in these two extremely dangerous apartment buildings to temporarily relocate to the 5-storey apartment buildings of Kenh Duong, Khuc Thua Du and social housing areas in Dong Quoc Binh.
Currently, the work of relocating residents in these two apartment buildings is still being carried out by local authorities.
