Hai Phong plans to allocate 187.5 hectares of land for social housing development

Hai Phong - The City People's Committee has just issued Decision No. 1741/QD-UBND approving the Adjustment of the City Housing Development Program for the period 2021 - 2030.

The city determines that housing development must ensure linkage and unity between dynamic areas and other areas. Housing development is closely linked to the orientation of adjusting the City Plan for the period 2021 - 2030, vision to 2050 approved, ensuring that by 2030 Hai Phong will be built and developed into a modern, civilized, ecological and livable industrial port city of Southeast Asian scale; pioneering in industrialization, modernization, innovation, digital transformation and green transformation.

In this roadmap, the city focuses on ensuring fairness in access to housing, meeting well the needs for area and quality of living space. One of the key priority tasks is to promote the progress of renovation and reconstruction of degraded and dangerous old housing and apartment buildings to protect the safety of life and property for residents. The city also orients the development of diverse types of housing, from commercial housing, social housing to official housing and resettlement, effectively integrated with national target programs. Develop a sustainable and transparent housing real estate market; limit speculation and waste of land resources in housing development.

To achieve the above vision, the city has set out a very specific system of targets for the period 2021 - 2030. In terms of area, Hai Phong strives for the average housing area of the whole city to reach 37.17 m2 of floor space per person by 2030. In which, urban areas reach 38.95 m2 of floor space per person and rural areas reach 33.01 m2 of floor space per person. The minimum average area target is 12 m2 of floor space per person. In terms of quality, the city sets a target of 100% of houses meeting solid and semi-solid standards, with absolutely no less solid or simple houses in the area.

Regarding the scale of development, the city determines that the total floor area of houses by 2030 will reach 203,691,600 m2. The total floor area increased in the entire period 2021 - 2030 is 98,273,905 m2; of which, the commercial housing segment contributes 42,979,750 m2 of floor space. In particular, the social housing segment is promoted with the goal of increasing by 5,968,811 m2 of floor space (equivalent to about 72,812 units) to solve the problem of housing for low-income people and workers. For the period 2026 - 2030 alone, the city sets a target of completing 56,133 social housing units with an area of 4,906.371 m2 of floor space. For housing types built by households and individuals themselves, it is expected to increase by 50,197,344 m2 of floor space. To realize the set targets, the city expects to need capital of about 930.758 million VND and land fund specifically for social housing of 187.5 ha.

In housing development, the city identifies linking housing development with advanced urban models; encouraging large-scale, modern projects, combined with commercial services and eco-tourism. The city orients housing development according to the TOD model (development oriented towards public transport) along key routes such as Lao Cai - Hanoi - Hai Phong railway and Hanoi - Quang Ninh high-speed railway.

Housing projects must ensure synchronous technical and social infrastructure, unified connection with surrounding areas and have high adaptability to climate change and sea level rise. The city also provides special mechanisms to encourage green housing, smart housing, use of renewable energy and environmentally friendly materials...

To achieve the set goals, the city identifies 8 groups of solutions to be implemented throughout, including: Improving institutional policies on housing; planning and developing land funds; improving housing development capacity according to projects; developing housing according to national strategies and local plans; mobilizing capital sources and tax policies; developing the real estate market; reforming administrative procedures and investment; and other groups of solutions.

The Department of Construction is assigned the role of presiding over and coordinating with departments, agencies, branches and People's Committees of communes, wards, and special zones to implement the program; coordinate in developing the 5-year housing development plan; and at the same time be a focal point for summarizing difficulties and obstacles to report to the city for resolution. The Departments of Finance, Agriculture and Environment, and Home Affairs perform state management functions according to assigned tasks. The City Vietnam Fatherland Front Committee and mass organizations are responsible for propagating and mobilizing people to participate, especially supporting the construction of houses for poor households and policy families.

For investors, the city requires absolute compliance with planning, ensuring capital sources and project progress, and fully fulfilling the obligation to report information on real estate projects. People's Committees of communes, wards, and special zones are responsible for deploying in their areas, coordinating to develop synchronous housing and urban area construction plans.
