Hanoi - Temporary fee for using roads and sidewalks for car parking is highest at 400,000 VND/m2/month; parking bicycles and motorbikes is highest at 220,000 VND/m2/month.

On the morning of May 11, at the 2nd session (specialized session), the Hanoi City People's Council of the XVII term passed the Resolution amending and supplementing regulations on fees for temporary use of roads and sidewalks in Resolution No. 06/2020/NQ-HĐND dated July 7, 2020 of the City People's Council on promulgating a number of regulations on collection of fees and charges in Hanoi City.

The new fee is specified as follows:

Previously, in a submission sent to the City People's Council, the Hanoi City People's Committee said that the demand for temporary use of roads and sidewalks (sidewalks) to serve vehicle parking is increasing, especially in areas with high population density and commercial activities.

The data on temporary use fees for roads and sidewalks increasing continuously for 3 years reflects that the demand for temporary use of roads and sidewalks to serve vehicle parking continues to be maintained at a large level, especially in central areas, and at the same time shows that the current collection level does not fully reflect the value of using urban resources. At the same time, it shows that the contribution capacity of fee payers is higher than the current collection level.

The current toll level according to Resolution No. 06/2020/NQ-HĐND is not sufficiently suitable compared to the actual use value of urban infrastructure; it has not created a tool to regulate behavior, contributing to limiting personal vehicles in the central area.

Maintaining the old collection level in the context of increasing management costs and maintenance costs of urban transport infrastructure will not contribute to partially offsetting costs and promoting the effectiveness of financial tools for managing and using roads and sidewalks.

Therefore, adjusting the temporary fee for using roads and sidewalks both contributes to limiting traffic volume in the inner city to overcome traffic congestion, especially in areas with high vehicle density during peak hours, and contributes to regulating inner-city traffic flow, limiting traffic congestion, reducing environmental pollution, and gradually limiting the "habit" of using personal vehicles, encouraging the use of public transport to improve the efficiency of public transport" - the City People's Committee clearly stated.
