According to Director of the City Department of Construction Nguyen Thanh Hung, in the period 2021-2025, Hai Phong has been and is implementing 26 social housing projects for workers and low-income people with about 32,982 apartments. In which, in the period 2021-2024, 5,904 apartments were completed; in 2025, 10,775 apartments were completed and eligible for sale in 13 projects, exceeding the target assigned by the Government.
In the period 2026-2030, the city has 16 projects with investors with 18,769 units and 7 projects are selecting investors with 7,583 units. Thus, the whole city has, is and is about to implement 49 social housing projects with about 59,334 units, reaching 120% of the target assigned by the Government.
However, the process of appraisal, purchase, lease-purchase, and lease of social housing at some projects still has inadequacies such as complicated procedures, large concentration of applicants, appearance of "brokers", illegal brokers, policy abuse, timely information disclosure and ineffective post-inspection work.
Faced with that reality, the establishment of a Working Group to guide people on social housing in the city is necessary, in order to strengthen state management, create a direct bridge between management agencies, grassroots authorities, investors and people. At the same time, promptly guide and answer difficulties, limit negativity, ensure publicity, transparency, right targets and receive and summarize recommendations to advise on perfecting mechanisms and policies.
The working group is directly directed and operated by Deputy Director of the Department of Construction Nguyen Hoai Long. The members work under a part-time regime, responsible to the Team Leader, Director of the Department and before the law for guiding and supporting people in implementing procedures, procedures, and dossiers for buying and renting social housing.
The working group has the task of reviewing and updating handbooks guiding procedures for social housing in the city; regularly publicizing and updating information on social housing projects and lists of subjects eligible for purchase and lease-purchase on the Department of Construction's Electronic Information Portal. The working group arranges standing staff at No. 1 Cu Chinh Lan to guide and support people in preparing dossiers, limiting frequent travel.
The working group also coordinates with relevant agencies to confirm subjects and conditions according to regulations; supervise the receipt of dossiers of investors; establish a hotline to receive and handle reflections and recommendations; summarize practical problems to advise the Department of Construction to propose to the City People's Committee and the Ministry of Construction to complete mechanisms and policies.
