Low rental price
According to the Chairman of Hai Phong City People's Committee, implementing the program to renovate and rebuild old, degraded and dangerous apartment buildings, the city prioritizes resources to build 12 new apartment buildings with a total investment of about VND 3,400 billion to arrange and arrange accommodation for households living in old, degraded apartment buildings.
After arranging people to return to the new apartment, the city temporarily collects rent with a very low level compared to the quality of new houses (with 10,000 VND/m²/month, equal to the rental price in the old apartment degraded to be demolished). According to the law on housing, the City People's Committee must calculate and collect rent according to the principle of proper calculation, calculating the cost of investment and preservation of capital.
Accordingly, the rental price in the above first phase (currently) from 16,204-31,635 VND/m2/month depending on the quality of the apartments, if the apartment has an area of 50m2, each month the rent is from 810,000 - 1,581,000 VND/apartment. This price is similar to the rental price of public property in Hanoi, Ho Chi Minh, Da Nang and Bac Ninh; equal to the rental price of level 4 of Hai Phong urban.
This rental price is also 69% to 73% lower than the rental price of social housing invested in non-budgetary capital in Hai Phong, 78% to 86% lower than the rental price of commercial apartments in Hai Phong. The city supports people with revolutionary contributions, poor households, near-poor households and social protection beneficiaries from 65% - 100% of house rental.
In the past, the city has organized the review and handover of 2,735 apartments to eligible households according to regulations. However, up to now, there are still 1,903 households that have not signed a house rental contract, 1,760 households that are deliberately slow to pay the house rent; 878 households that arbitrarily buy, sell, or use their houses for the wrong purpose. 302/344 households do not cooperate with the clearing calculation agencies to determine the difference in value between old apartments and new apartments.
Strictly handle violations
Faced with the above situation, the Chairman of the City People's Committee assigned the districts: Ngo Quyen, Le Chan; Hai Phong Housing Management and Trading Company Limited, Department of Construction to continue to propagate and mobilize people to properly implement regulations on management and use of rental houses belonging to public property.
The city requests that households that have made a decision to rent a house and are allowed to hand over apartments that are violating the above acts must immediately sign a contract and pay the rental fee according to the announcement of Hai Phong Housing Management and Trading Company Limited. For households that do not need to use, are leaving their houses empty or arbitrarily reselling or leasing, urgently return the rental housing to the city to arrange for other eligible subjects.
For those who re-rent or buy back apartments, they must urgently work with the homeowner who has been allocated a house by the city to carry out the liquidation of the apartment purchase or rental contract. Households with old apartments that have been granted a Decision to liquidate old houses that have not yet determined the difference in value to be paid or refunded proactively coordinate with the locality and Hai Phong Housing Management and Trading Company Limited to calculate the difference in value to be paid or refunded. In case of non-cooperation, state agencies will proactively calculate and strictly handle according to regulations.
For 3 violations in the use of tenants at HH Dong Quoc Binh apartment building that have been directed by the City People's Committee to be revoked, relevant agencies urgently review and complete the dossier, and propose the City People's Committee to organize compulsory recovery before June 15.
The Office of the Hai Phong City People's Committee will schedule for the Chairman of the City People's Committee to work with a number of households representing the above-mentioned group of violating households on May 23.
