The project to renovate and expand Nguyen Tuan Street (Thanh Xuan District, Hanoi) was approved in 2018, with a total investment of nearly 400 billion VND.
The route is 720m long, starting at Nguyen Trai Street and ending at Lane 162 Nguyen Tuan. According to the design, the road cross-section is expanded to 21m, including a 15m wide roadway and 3m sidewalks on both sides.

However, contrary to expectations of a synchronous and modern urban appearance, in recent times, many people have been surprised when a series of super-thin and super-distorted houses have appeared on this route.
The works are only 68m2, covered with corrugated iron roofs, even built 2 floors high and have triangular, distorted works that cause loss of urban beauty right on the newly expanded road axis.



Mr. Duong Van Trung, a resident living on Nguyen Tuan Street, said that the city has repeatedly directed and requested to handle the situation of super-thin and super-distorted houses arising after infrastructure projects. However, as soon as the construction barrier was removed on Nguyen Tuan Street, a series of super-thin houses appeared and have remained unused.
According to research, these works are the land remaining after site clearance. The areas of the plots of land do not meet the conditions for granting construction permits. However, due to not being fully reclaimed or handled, some households have renovated, rebuilt walls, installed doors... and turned them into complete projects.

According to a report from Thanh Xuan Ward People's Committee, after expanding Nguyen Tuan Street, there are 15 cases where the remaining land area is less than 15m2.
Of these, 4 cases still have constructions on the land. Households mainly renovated the remaining walls of the first floor, installed additional lining doors or corrugated iron roofs. Because they did not change the structure of the project, the handling was difficult.


To resolve the issue, the local government has repeatedly organized dialogues and mobilized households to agree with the plan to establish a project to reclaim the remaining small area. However, the households involved do not agree with this plan. Thanh Xuan Ward People's Committee has reported to Hanoi City People's Committee for specific instructions and handling instructions in accordance with legal regulations.
In fact, the situation of super-thin and super-distorted houses is not the first time it has appeared in Hanoi. On many previously expanded roads such as Xa Dan, Ring Road 2 and Vo Chi Cong... there are also small, patchwork projects, causing loss of aesthetics and potential safety risks.
To solve this problem, the Hanoi People's Committee issued Decision No. 61/2024/QD-UBND in 2024, regulating a number of contents in the land sector in Hanoi.
In particular, Article 15 stipulates the handling of cases that do not meet the conditions for existence when the State reclaims land to implement socio-economic development projects for national interests, public interests and national defense and security purposes.
The cases that do not meet the conditions for existence are plots of land after recovery with an area of less than 15m2 or a frontage width/deepness of less than 3m.
