Concept of red book, pink book
Certificate of land use rights and ownership of assets attached to land (commonly known as red books, pink books) is a legal document issued by the State, confirming the legal right to use land and ownership of assets attached to land of individuals or organizations.
Application for first-time red book and pink book
Land users applying for first-time red books and pink books need to prepare documents including:
Application for land registration and assets attached to land (Form No. 04/DK according to Decree 101/2024/ND-CP).
Documents proving land use rights, including:
- Land use rights transfer contract with notarization/ certification.
- Certificate of ownership for the increased land area (if any).
- Land use right inheritance documents (in case the land is an inherited property but has not been granted a red book or pink book).
Documents related to land use, including:
- Land allocation documents issued by competent authorities before July 1, 2014.
- Documents for purchase, valuation, liquidation, and distribution of houses and constructions attached to land (if any).
- Documents related to administrative violations in the land sector (if any).
- Land survey extract of the land plot (if any).
- Other additional documents as required by the land registration agency.
Cost of making red books, pink books
When making red books and pink books, people need to pay the following fees:
- Land use fees: Regulated by the People's Committee (PC) at the provincial level for each locality and each specific case.
- Registration fee:
Formula for calculating the registration fee payable = 0.5% x Price for calculating the registration fee.
In which, the registration fee calculation price is determined according to the land price list issued by the provincial People's Committee.
- Red book issuance fee: Decided by the Provincial People's Council (PC) (according to Clause 5, Article 3 of Circular 85/2019/TT-BTC), the collection rate may vary between localities. Usually, the fee ranges from 100,000 - 500,000 VND, depending on the locality.
- file appraisal fee: regulated by the Provincial People's Council.
