Pursuant to Sub- 6 Section B, Part 2 of the List of procedures issued with Decision 3380/QD-BNNMT in 2025, regulations on Land Registration, assets attached to land, issuance of Certificates of land use rights, ownership of assets attached to land for the first time for organizations currently using land.
Accordingly, the dossier for granting the first red book for organizations using land from August 25, 2025 includes:
(1) Application for registration of land and assets attached to land.
(2) Diagram or extract of cadastral map or land plot cadastral map sheet (if any).
(3) Report the results of the review of the current status of land use according to Form No. 15d issued with Decree 151/2025/ND-CP.
(4) Decide on the location of military station or the document assigning real estate facilities or locations for national defense and security works approved by competent authorities to military units, police units, public service units under the People's Army, People's Public Security; state-owned enterprises assigned by the Ministry of National Defense, the Ministry of Public Security to manage and use land and works attached to the land.
(5) Documents on representation according to the provisions of civil law in cases of carrying out procedures for registration of land and assets attached to land through representatives.
(6) Documents agreeing on the issuance of a common Certificate in cases where there are many people sharing the right to use land and the right to own property attached to land.
(7) Documents for performing financial obligations, documents related to exemption or reduction of financial obligations for land and assets attached to land (if any).
8. The construction design documents have been appraised by a specialized construction agency or have issued a document approving the acceptance results of the completion of construction items and works according to the provisions of the law on construction in cases where the owner of a construction work on agricultural land is not a member of the documents specified in Article 149 of the 2024 Land Law or the work is exempted from a construction permit according to the provisions of the law on construction.
